The bolded is not a true statement. The listed population for San Leggera is "28,600,000" unless the number is outdated.

we're an island nation that spends most of its budget on defense and is built on the principle that if invaded, we'd rather be exterminated than surrender. even if we lose you would so be attacked by many nations that see you as a mass murderer who commited genocide that you would be crushed anyway... so a draw we'd both lose in the end.
