The Neutral Republic of Shiruni maintains a neutral stance in the world when it comes to military action so we really can't determine if we would win or not. The People's Demoratic State of Kohlastan has a strong economy so they are able to keep the war machine moving at a steady pace if war breaks out, their population is well over a billion people so they have numbers to defeat an enemy. So its undetermined who would be the victor in a war againist The Neutral Republic of Shiruni.

Well, we'd be in a deadlock for a while after our first invasion force got demolished by land-krakens while trying to leave the Island (honestly, you'd think we'd have a safe port by now) but eventually our fourth invasion force would make it and probably manage to beat Havl.

(Discounting civilian militias with brooms, of course. However, we'd likely be able to beat down a civilian militia - the Theocracy of the Holy Twig's army is disproportionately experienced in dealing with civilian targets.)

Havl looks like a pacifist state; Scithion would probably start with a leg up given its comfort with genocide. But it would take too long for that to wipe out 16 billion people. Eventually the Havlians would likely crack, build a proper army, and win. But, you see, both sides would have lost, because the bioengineered, unfettered beasts that the Havlians will become will no longer be Havlians. In fact, they'd quite look more like Sciths.
