The Red Star Alliance.

This is the reestablishment of the R.S.A. and where anyone in the future can request membership into the Alliance. For those requesting Membership, sign with your Head of State and your Nation's Coat of Arms. We are open to any type of government, Communist or Capitalist etc.


Entente Cordiale

Objectives

1. To maintain peace and security for the member nations, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace;
2. To develop friendly relations among member nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace;
3. To achieve cross border cooperation in solving pivotal problems of an economic, social, cultural, or humanitarian character.
4. To allow for the flow of free trade and elimination of tariffs between nations
5. To allow the free movement of people between nations with limited border controls.

Article I: Purpose

To further the goals expressed in the preamble of the charter, the Alliance shall exist to secure the national defence of each of its member states; combating terrorism against the citizens and governments of its member states; and to facilitate diplomacy among member states, between member states and other nations and organizations, and between itself and other nations and organizations. As well as opening borders for both people and trade.

Article II: Military

Sub Article I: Common Defence

Section 1: The member states agree than an armed attack against one or more of them shall be considered an attack against all member states and consequently agree that, if such an armed attack occurs, the attacked member state or member states shall have the right to invoke the common defence clause.

Section 2: Should the common defence clause be invoked, each member state will assist the member state or member states attacked by taking forthwith, individually and in concert with the other member states, such action as it deems necessary, including the use of armed forces, to restore and maintain the security of the area.

Section 3: Should one or more signatories to the present treaty initiate an armed attack against a third party or parties and, thus, provide the attacked member state or member states with a casus belli, the belligerent members shall be stripped of the right to invoke the common defence clause.

Section 4: If Assets or the Alliance is threaten then the signatories are allowed to attack.
i.e. Trade routs etc.

Sub Article 2: Common Attack

Section 1: Members act as a whole of the Alliance, if the cause is in the interest of the Alliance then the members will by vote go to War.

Sub Article II: Non-Aggression

No member state shall be permitted to attack or invade another member state’s assets. Disobedience of this provision shall result in the immediate expulsion of the offending member state from the alliance.

Sub Article III: Military Equipment Trade

All Members of the Alliance will agree to have a 10% discount on sale of military products to Accord Members.
Members of the Alliance agree to share military technology produced by each member nation, i.e., every Accord nation may manufacture (but not sell) weapons used by other Accord militaries.

Sub Article IV: Military Excerises

The Members of Alliance agree to conduct joint military exercises for their armed forces. They shall also take other concerted measures necessary for strengthening their defence capacity, including technology sharing and sales of military equipment in order to safeguard the peaceful labour of their peoples, to guarantee the inviolability of their frontiers and territories and to provide safeguards against possible aggression.

Article III: Free Trade

All Members of the Alliance will remove tariffs on goods produced by the Alliance.
However should Free Trade between two or more nations threaten the safety and well-being of a nation's citizenship; it is the Sovereign right of a member nation to suspend free trade without hesitation in order to protect its people. The nations involved must actively work towards restoring free and open trade in a timely manner.

If a member so chooses to suspend free trade, they may do so immediately. However that nation must give reason for such actions and its relation towards free trade. Said reason must have an impending and definitely negative effect for it to be legitimate. A resolution can be sought by mutual agreement between involved nations.

Article IV: Membership

Section 1: The parties present at the Conference that choose to sign the present Charter shall become the Founding Members upon the ratification of the present Charter by their national governments in accordance with their national laws.

Section 2: A member state may invite any other state in a position to further the principles of this Alliance and to contribute to the security of the area to accede to the Initiative.

Section 3: New memberships shall be subject to a qualified majority vote of the Assembly of Allied States. The interested parties shall become full members upon the acceptance by the Assembly of Allied States and the ratification of the treaty by their respective national governments.

Article V: Expulsion Clauses

Section 1: The member states or member states of the Initiative that do not fulfil their obligations in front of the alliance or violate the spirit and principles of the present charter shall be subject to expulsion by a vote.

Section 2: The member states of the Alliance that engaged in an attack against another member state shall be immediately expelled from the Alliance. Furthermore, the members of the Alliance, individually or the Alliance as a whole, shall act to remove the threat to the attacked member state and take all appropriate actions to do so.

Aritcle VI: Currency

Section 1: Still open to change but for now members will adopt the Mata is the currency of The Red Star Alliance.

Is the treaty a proposal or a final draft. My nation would have problems with the following parts

We have just opened diplomatic talks and embassy exchange. We maybe will look at a free trade and non agression pact but not one this comprehensive. We wont give up our currency and certainly until we know what type of nation you are we are not commiting to a defence pact just now.

Also what military equipment/ other items do you produce, costs etc?

The Republic of Staunton, while wishing to remain as nations with stong links does not feel this treaty is beneficial to us and regrets to inform you that we will not be signing it.

OCC. My questions regarding what you import/export, weapons exports etc were not answered therefore its impossiblee to rp a trade agreement.
