The origins of the women warriors rooted in the era of the Qian Dynasty which was also employed as elite soldiers serving the Qian Emperors. The first Phoenix Guards are created by Adula the Mighty to replace most of his army that contained tribal warriors and nobles' private armies whose loyalty and morale was not always guaranteed. They earned him countless victories through the battlefields in short periods.

The institution of Phoenix Guards were reinstated by the Hongwu Emperor, founder of the Ming Dynasty, believing that male dominated military forces were essentially predatory and would turn against civilian population in the absence of external enemies, whereas a female one would tame and calm. The Phoenix Guards' today remained as one of the elite Imperial Guard units who faithfully served the Emperor of Minroz.

This chaos precipitated the socialist uprising of 1918 and in the whole hullabaloo of bloodshed and revolution, the government kind of forgot about it. The Socialist Government went about their own budgets until that collapsed in 2003 and the old system was restored. We've still not got around to it yet, though.
