The 3 Legislatures are the People's Legislature, the Elite Legislature and the Holy Legislature. The People's Legislature is elected by all eligible voters. The Elite Legislature is elected by the top 5% in terms of net worth. The Holy Legislature is appointed by recognized religions. Each religion gets to appoint Holy Legislators proportionate to their share of the Nortoapocan population.

The unicameral parliament of the Soviet Union is the Supreme Soviet. It has 900 deputies, who are elected using closed-list proportional representation with 3% barrier. If less than 5 parties pass this barrier, the barrier is ignored and the top 5 parties win seats. The prime-minister's government must maintain the confidence of the Supreme Soviet. Supreme Soviet meets in Grand Kremlin Palace, but after 1991 will meet in new Palace of Soviets.

Free University Senate

Postby Free University » Sun Aug 26, 2012 9:51 pm

The Second Free University Senate is a 50/25/25 unity government, between the Radical Student Union, Student Safety Party and Market Party, respectively. You can still vote in the poll in my sig and influence legislation. There are 100 seats, as implied above. Most are supplied by representatives of given departments (which are each akin to their own democratic city-state), but there is a smaller caucus elected through proportional representation on a national poll. The University Caucus has no special decision-making power and cannot collude against the department representatives, but to sate your curiosity, it is split as such: RSU 12, SSP 7, MP 6.

The Nyvo, or National Council, governs over the Khymas Zjelsje, a structure set deeply in the roots of pre-colonial Zjelsje with Clan councils of similar function.

Originally a set of advisors to the early Zjelsjen emperors, it became an official part of the Imperial government during the Unification. It succeeded the Imperial government after it fell in the Zjelsjen Revolution.

It was and is the most powerful branch of the government, even after the more recent additions of the President and Board of Audit, which are only intended as a slight check on the Council's power. It is divided into numerous sub-councils that handle legislation concerning particular groups or topics, and it also includes the sub-Council of Law (the nation's judicial system) and the sub-Council of the Military.

The Parliament of Cumbria comprises the House of Commons and the House of Peers.

The House of Commons is the lower house, composed of 402 Members of Parliament directly elected from single-member constituencies around the country. It is elected once every four years, and is the supreme house of Parliament because it is elected. The government must have a majority in the Commons in order to govern, and the Commons has control over supply.

The House of Peers is the upper house, composed of members of the peerage, a self-appointed body whose members serve for life as members of the peerage, and thus have a lifelong right to sit in the upper house. The Peers is a revising chamber which can oppose the Commons and urge it to think again, but ultimately because it is unelected it must always give way to the Commons.

Majlis Ul-Ummah. The House of Representatives (Majlis ul-Ummah) is not equivalent to a western parliament as it has no legislative powers. This House is a consultative body that is restricted to voicing its opinion on various issues and passing resolutions some of which are binding and some of which are not. The legislation in the Caliphate is derived from the Islamic Legal sources through a detailed process called ijtihad and is not subject to the majority opinion as happens in democracy.
Image

Inside the Majlis Ul-Ummah in Caliphate

The of House of Representatives has many functions that it conducts on behalf of the people it represents. One of it's main functions is Shura (consultation), where either the Caliph consults the house or the House advises the Caliph. Shura Resolutions of the House are passed by voting where the majority vote wins. Shura is not equivalent to democracy as shura resolutions passed in areas of legislation, technical and expert matters are not binding. No weight is given to the majority opinion in these areas. Having said this, members of the House can join specialist House committees who can pass resolutions in areas of legislation, technical and expert matters. Those Muslim members of the House who are legal scholars (mujtahideen) or who have the required legal knowledge to scrutinise Islamic legislation can join the Legislative Committee of the House. This committee has the power to scrutinise general legislation and articles and amendments to the constitution. If the committee believe any of these were legislated incorrectly or contradict Islamic Law (shari'ah) they can submit a case to the Unjust Acts Court (mahkamat mazalim), who will investigate the matter. This acts as a counterbalance to the legislative powers of the Caliph.
The areas where shura resolutions are binding are the practical matters and actions of government policy that do not require scrutiny or research. These areas include the affairs of ruling, education, health, economy, industry, farming and the like. Any resolution that is passed in these areas is binding on the Caliph to adopt and implement. As an example the selection of candidates for the post of the Caliph would fall in to this area.
Another important function of the House is acting as a counterbalance to the executive power of the Assistants (mu'awin), Governors (wulah) and Mayors (amil). If the House passes a vote of no-confidence against any of these three then this is binding and the Caliph must remove them from their post immediately. If the Caliph refuses to do this, the case is referred to the Unjust Acts Court for resolution.
Any citizen of the Caliphate whether a Muslim, non-Muslim, man or women who is sane and above the age of puberty (mature) can become a member of the House of Representatives. They can also vote for representatives in the general election. The members can be part of an existing political party or they can be independents. Non-Muslims have the same rights within the House as Muslims, except that they cannot be involved in selecting candidates for the post of Caliph, and cannot join the Legislative Committee. Apart from these two areas which are conditional on believing in the legislation and system i.e. Islam, non-Muslims can join any other committee and participate in the passing of shura resolutions.
The members of the House will elect a leader from amongst them named a Speaker (naqib) who will enforce the rules of the house, and present their resolutions to the Caliph.
The members of the House of Representatives are elected by the people through a general election. Each administrative district (amila) that is headed by a Mayor (amil) is allocated one or more seats in the House. Administration for the election is handled by the Electoral Commission, a government agency that is part of the administrative system (diwan). Candidates wishing to stand in the election must submit their names to the Electoral Commission, who will then announce the list of candidates to the people in the district. The candidates will have a period of time to campaign before the election. After the election the candidates in each district with the most votes take their seats in the House. Non-Muslims are not required to take any oath that contradicts their belief. The only oath taken is for obeying the administrative rules of the house and fulfilling the responsibilities of their seat. Members of the House will also be given a salary as they are treated as government employees. No member of the House has immunity from prosecution. They are subject to the law the same as any other citizen in the state. The time each members serves in the House will most likely be 4 years, after which they can stand down or re-stand as a candidate in the general election.
As well as the House of Representatives based in the Capital of the Caliphate, each province (wiliya) will have a Regional Assembly with similar powers to the House. Each member is elected by the people of the province in an election.

We have an Assembly, which used to be legislative, but there is more direct democracy in the system.
There are 1,000 members, and some people want to make it even bigger because we have a population in excess of 10 billion.

The way this works is that someone can introduce a proposal, and the people will vote on it. If the proposal passes, members of the assembly will write the actual law, and may vote on competing versions based on which law will be the best fit for what the people voted for. If the people don't think the law reflects what they wanted, they can vote to replace it with another alternative, but its a bit harder to bring this to a vote.

They can also write their own laws without the people voting for the idea first, but that will be subject to possible veto of the President or of the people.

The real role of the Assembly is to check the powers of the president at appointing people to agencies and courts. They have to confirm appointments, but the president can get the people to overturn a denial of confirmation.

From 1897 to 2011, New York's government was run by a unicameral National Assembly, while elections were purely based on popular vote. In October 2011, the Provisional Congress was set up, running the government's activities from October 2011 to January 2013, and it was replaced in January 2013 be a newly elected Congress, consisting of a Senate and House of Representatives.

The lower house is mainly focused on matters related to infrastructure, cloning, and vision for the future. This body is currently known as the House of Caretakers.

The upper house is mainly focused on matters relating to foreign policy, the defense of individual rights, and has the power to review and even revoke legislation passed by the lower house. This is known as the House of Guardians.

The Britannian Commonwealth is led by the 'Royal Parliament', of which contains twelve members from all over the Commonwealth's territories. However, they maintain but a fraction of the power of the Royal government.

The Prime Minister, the third-in-command, is in what is considered the Supreme Royal Parliament, and maintains twenty per cent of all power in the SRP. The remaining eighty per cent is separated amongst the remaining two members.

Her Majesty Queen Elena Shepard, the second in command, maintains forty percent of the power in the Supreme Royal Parliament, while His Majesty King Desmond Shepard maintains the remaining forty per cent. The Royal Parliament has a total power percentage of thirty per cent, while the Supreme Royal Parliament maintains seventy.

Because His and Her Majesty maintain eighty per cent of the Supreme Royal Parliament, they also maintain a total of fifty-six percent of the Royal government, which indicates that any decree agreed upon by both His and Her Majesty cannot be revoked.
