5th one: Definitely planets. For that nation, probably "Interstellar Transportation" or "Interplanetary Relations"
6th one: No religion or secret police... I think "Education" fits this.
Bottom one: Um. I guess the Judicial system?

Anyway, thinking of it going for this nation: Foundation Empire
