Very. They can pretty much demand however much money they want and, if you won't/can't pay, they'll just take over your country/sack it and move on to another employer.

As others have noted, very. When the mercs have the guns, what do you do when they decide to 'politely' ask for a pay raise? Carthage had a better-than-average relationship with its mercenaries (in part due to its enormous wealth) but even then, its most brutal war was against rebellious mercenaries who ransacked the countryside when they couldn't be paid. Citizen-soldiers won't readily resort to that since they have some sort of tie, either emotional or economic, to the land, which pure mercenaries do not.
