Nowhere, to claim asylum a refugee must prove there is a threat to them or their families in their home country, and they need to accept the Constitution of Phing Phong before they can obtain residency. However, for particularly dire countries merely being from there is basically reason enough to claim asylum, so we almost always accept refugees from any oppressive dictatorship.

The main difficulty for claiming asylum in Phing Phong is the fact we are an island with no nearby landmasses to flee from. Our overseas provinces were originally created as homelands for the volume of refugees we were receiving, and most refugees end up there. Getting into the overseas provinces is much easier than the Metropolitan Area itself, so there are immigration restrictions to and from the provinces on top of international border monitoring.

They will all be rewarded with a free one-way ticket to one of our most prestigious labour camps where they can all enjoy free food and water*. All of them - we never extradite anyone - but there's a catch, and it's a big one. Anyone who does not qualify to become a Decepticon citizen must immediately leave or become a slave instead. Since refugees have generally been forced to leave their nations in a hurry, rather than coming here only after careful and considered thought, the vast majority of them are NOT suited for citizenship.

On the other hand, there is a category of refugee we call "legal refugees." Most nations refer to legal refugees as "criminals on the lam," but we consider them to be victims of persecution by their nation's laws and law enforcement personnel. This makes them legal refugees - they seek refuge from the laws of their original lands. We accept legal refugees from all nations, and they have usually chosen Victorious Decepticons to run to specifically because of our culture. They have the best chance of all of becoming full Decepticons and avoiding slavery.

There is one exception when it comes to legal refugees: We do not accept anyone who has been accused of rebellion, sedition, or being a dissident of any government. Letting any of those people into our dictatorship would be like inviting termites into a wooden house.

Pretty much anywhere. If your nation is a capitalist one, you're in. If your nation is discriminating against your ethnic or social group, you're in. If your nation is a dictatorship, you're in. If you're not automatically in for these reasons, there are very few reasons you'd not be allowed in, so you're probably in. The exception is absolutely anybody with any affiliation to the pre-revolutionary monarchy or to Sagatagan's former capitalist class or loyalist movement.
