The United Federation takes a very low-tolerance stance towards crime - there are no prisons. We use a system known as the "Cooplings Offense Severity Identification System", or COSIS, invented by the first Law Councillor, Dennis Cooplings. The COSIS system indicates how many times a certain crime must be committed before the offender is executed or banished. The COSIS system works in Levels - the lower the number, the more severe the crime is. The Level number directly correlates with how many times the crime must be committed before the final action is taken to ensure the crime is not committed again - this could entail execution, or loss of citizenship and banishment.

Level 2 Offenses - All offenses under this category will result in execution after a Level 2 offense is committed twice. If a Level 2 offense has been committed once, a 700,000 or greater credit fine will be issued.

- Non-consensual slavery/Human trafficking
- Kidnapping

Level 3 Offenses - All offenses under this category will result in execution after a Level 3 offense is committed three times. If a Level 3 offense has been committed less than three times, a 250,000 or greater credit fine will be issued.

Level 4 Offenses - All offenses under this category will result in execution or loss of citizenship and banishment after a Level 4 offense has been committed four times. If a Level 4 offense has been committed less than four times, a 150,000 or greater credit fine will be issued.

Level 5 Offenses - All offenses under this category will result in execution or loss of citizenship and banishment after a Level 5 offense has been committed five times. If a Level 5 offense has been committed less than five times a 100,000 or greater credit fine will be issued.

Level 6 Offenses - All offenses under this category will result in execution or loss of citizenship and banishment after a Level 6 offense has been committed six times. If a Level 6 offense has been committed less than six times, a 20,000 or greater credit fine will be issued.
