Bovids have never been particularly strong mathematicians, given that the vast majority of them don't even know how to count, and so the census data from Gazilland only served to further confuse the issue. Many rumination circles convened through the hot sun and into the cool evenings debating whether or not a nation's ethnic populations could add up to 103%, with some arguing that, once you got over 100%, you reached a gazillion. There are no Africans in the Kiravian Empire, aside from the natives of one of our colonies, who are mostly left alone on reservations or given third-class citisenship.

Everyone in the Energy Empire of Africa (commonly Deaverland) are African (whether native African or descended from European colonists) save the Emperor himself and a few foreign technicians.
That being said, most Africans do not treat each other particularly well, nor does the term "African" (to mean native person of Africa) have any meaning outside Africa. In general, the loyalty of the government and the armed forces is to the country, and the loyalty of the peasants is to their particular tribe. Genocide among tribes is fairly common (cf. Rwanda) save where this activity is stamped out by the state or the UN. The Emperor of Energy (Derek I Deaver) has gone to great lengths to stamp out intertribal warfare, as well as the reburgeoning slave trade (centered in South Sudan) which had begun to operate within the borders of the states which became incorporated in Deaverland. To limit violence, no citizen is allowed to serve in the army, which is made up of robots (Unmanned Combat Ground Vehicles). Any problems you may have with a member of another tibe should be taken up with the Intertribal Harmony Council, a subdivision of the Human Resources Department.

We have equal treatment, but not special treatment. We have a black members in our Senate.
