With the explicit permission of the Governor of the state - or God forbid, Governors of the states - that was attacked, the Federal Emergency Management Agency would be sent to the area. FEMA officers would not just rescue those in danger, but - with the help of local and state-wide authorities evacuate the dangerous and radiated area.

Those found with the subsequent disease would most likely, like all Pohlmanian patients that have dangerous, terminal, and contagious diseases, be placed into medicinal isolation until a solution can be figured out. Because such a disease could effect the world as a whole, we would no doubt have assistance from the United Nations and our allies during such a difficult time. Obviously, in order to save the first-responders, they would be suited up in order to prevent themselves from contracting such a disease.
