Upon examination and review, the Ministry of Foreign Affairs has come to the conclusion that the construction of a Giduician embassy within the Dominion would be of no benefit to the Dominion of the Lubyak. Your application is hereby REJECTED.

This decision does not come lightly, and arises mainly from the threats directed at the Dominion by President Seth, including the threat of an attack from an orbital laser installation if we were to 'harm' their ambassador, along with insulting remarks in regards to the Dominion's Equus sapiens population. It is important to note that the Dominion posesses a population consisting of over three hundred and thirty nine million members of Equus sapiens, and insults directed at their species are interpreted as an insult against the Lubyakan people, and--as a result--the Dominion. We are further insulted by your insinuations that the Dominion would not honor diplomatic immunity, and would seek to bring harm to any state's ambassador who we have welcomed into our nation.

In addition to these insults, we find the pre-emptive threats of war to be further demeaning to the status of the Dominion, and a possible symptom of the Neo-Terran Republic of Doppio Giudici acting as an irrational state and a threat to international stability. It is the combination of these insults to the Lubyakan people, and by extension, the Dominion of the Lubyak, along with the almost immediate threats of war from the Neo-Terran Republic that has led us to decline your application.

Dear Octavia

I wish to retract President Seth's statements as they do not match what this nations feels or wants at the moment. I am thus forced to explain his actions before you start sending agents here to watch us (which is something we are used too). A previous nation broke our trust and now it is hard to believe that the next nation won't do the same thing. Also the seams to be a pattern between things that give our president headaches and sudden attacks. I am well aware that we pretty much lost any chance of even a hand shake between our peoples and wrote this letter for the reason stated above.

On behalf of the Dominion of the Lubyak, and her represented peoples, the Ministry of Foreign Affairs issues the following statement:

We would like to inform you that your application to establish an embassy within the Dominion has been received. Upon examination and review, the Ministry of Foreign Affairs has come to the conclusion that the construction of a [NATION] embassy within the Dominion would be of benefit to both of our nations. Your application is hereby ACCEPTED.

We hope that this allows for strengthened relations between our two nations, and that we both prosper from this action, and we look forward to meeting Ambassador Transpose Anathema.

Given the size of the diplomatic mission that your nation has deemed necessary for continued diplomatic relations with the Dominion, we have chosen to provide you with an appropriately sized compound within the embassy district of Erota. Any and all address information will be provided as an attachment to this communique.

With the acceptance of your embassy application, the Dominion also grants you permission to establish consulates and consulates-general within the Dominion. No further applications are necessary to authorize the construction or creation of such missions, although the Dominion does ask that you inform us upon the creation/construction of such missions.
