I have communicated with the Chief of Security Services who has informed me that shotguns are currently classified as a type of rifle. As such their import and use by foreign security services is prohibited. I wish to emphasise that Biotopia is a very safe nation and that our embassies are a security priority. Furthermore we celebrate the signing of a Treaty of of Scientific Co-operation, however we cannot ratify the treaty until the government of Free Commonalities signs a Treaty of Friendship and Goodwill as per our treaty conditions. The terms of out treaty are very liberal so I hope that this can be accomodated by the government of Free Commonalities.

The government of Biotopia would like to warmly accept the offer of your government to establish an annex of the Ecotechnic Institute in Zaire. Furthermore I would like to enquire into the possibility of establishing formal economic relations between our two nations. Is there a factbook available so that we may further our understanding on Free Commonalities. Unfortunately we have been unable to complete our factbook at this time... we shall try to do so tomorrow, though it may take till the end of the week. As for maritime access, yes we do have it and we would be willing to let Biotopia establish a naval base, in addition to the aforementioned signal interception base (but we warn you to tread carefully when intercepting signals from our nation, especially if your people are easily offended by pornography).

As for trade: Our biggest exports at the moment, in addition to the aforementioned pornography (the sex industry accounts for roughly 55% of our economy), are medicinal/pharmaceutical products, foodstuffs and electric cars/related technology (rechargers, engine components, etc.).

While I have your attention, may I ask how your nation feels about nonhumans? Most of our scientists are Vratix verachen, so if your people have a problem working with talking insects we'd like to know in advance so we can accommodate Biotopian sensibilities by sending human scientists to fulfill our treaty obligations instead.

I wish to thank you for your application to establish an embassy in Biotopia. Before the Biotopian government is able to ratify your application I must address several points.

Firstly, it is strictly forbidden that under normal peacetime security conditions for foreign security agents to bear/conceal ballistic weapons in public. Exceptions to this apply, for example given a state of emergency or if a high-level member of the national government is visiting and embassy security is involved in their protection. As it is however, i must emphasise that it is not possible to allow embassy security staff to be armed with ballistic weapons. I am sure that this will not impose a serious obstacle as Zaire is a very safe and well policed city.

Secondly the government of Biotopia is very eager to engage in formal trade relations with Eksperimentia. For the purposes of collating trade information to better promote mutual prosperity could you please provide any relevant information regarding your major Biotopian imports and available exports that Biotopian consumers may be interested in. A comprehensive import/export detail is available on the Biotopian Factbook. If you have similar information available please provide it. Thirdly I would like to enquire into the sensitive matter of establishing Biotopian facilities within Eksperimentia. Particularly the opportunity to open a Signals Base and a Naval Base. A signals Base is essential to modern warfare, capable of keeping Biotopian and Eksperimentia forces in secure communication across the globe as well as providing sophisticated and covert means of intercepting hostile communications that threaten the security of both countries and their armed forces in peacetime and war. As per the terms of our treaty this facility would provide relvent information to both countries and not be used for domestic spying. Similarly the naval fleet of Biotopia is the spearhead of our armed forces, providing a global scope for military and humanitarian engagement across the globe. A dedicated and secure naval base will allow for an ongoing Biotopian presence to secure, defend and protect Eksperimentia’s sealanes and help foster closer military ties by a permanent presence.

I wish to commend the decision of your government in establishing formal diplomatic representation with the Federal Socialist Republic of Biotopia. As specified in your request all conditions have been accepted and implemented where applicable. Furthermore all treaties between our two countries have been signed but cannot be ratified until a permanent diplomatic mission from Biotopia has been established in La Habana. This is a matter of standard protocol.

In order to facilitate better relations between our two states I would like to request information from your government detailing what major imports/exports your nation currently engages in with Biotopia*. The technological prowess of your nation is well known and my government would like to offer the establishment of an external campus of our premier research institute Redfern University. The campus would engage in research and teaching in areas relating to cybernetics, communications and information technology. Regarding imports/exports with Biotopia, the trade between our nations is limited. However with the establishment of diplomatic relations, La Habana would like to offer to begin an export deal to Biotopia, particularly in communications/electronic goods, as well as information technology. This trade deal will mainly consist of exports from ArmaTech Corporation, which specializes in cybernetics, artificial intelligence, systems automation, supercomputers, and defensive hardware and software, with a turnover of more than US$2.5 trillion per annum; as well as from Advanced Civil Defence Research Systems (ACDRS), which is a successful research institute under 50% ownership of the La Habana Government. ACDRS develops systems for civil use to help defend against various security breaches (building security measures, vehicle security, personal security etc).

La Habana is also interested in receiving exports from Biotopia, in particular we have a keen interest in your agricultural products, like beverages, grains, dairy products, fish, fruits/vegetables, and meats. This is due to the heavily urbanised nature of La Habana, leaving little land area for agriculture. The La Habana Trade Bureau is willing to offer preferential prices to Biotopia for it's agricultural produce.

Regarding RedFern University's request for an external campus within La Habana, we would like to allocate a 5 square mile area for the construction of the campus; this area was previously a commercial helicopter airfield, but was abandoned by it's owners due to bankruptcy. The site is located within Uber City Research District, and La Habana has bulldozed the site and will assist construction of a campus at this location. This site has good road, rail, and metro links with the City, and, most importantly, situated close to La Habana's Universities and Technology Research Centres.

The presence of a Biotopian naval base in La Habana has also been approved. The base will be situated on an island 100 miles off the coast of mainland La Habana, where a La Habana naval base called 'Palm Beach Naval Base' was located for some years; however the military budget cuts more than twenty years ago resulted in the closure of the base. This island has remained uninhabited for this time, and all of the facilities and equipment was left intact on the island when it was abandoned, including several naval vessels up to and including destroyers and cruisers. Biotopia is welcome to claim ownership over all facilities and equipment on the island, but are most likely in a state of disrepair; it shall be Biotopia's responsibility whether it wishes to repair these facilities and equipment or simply replace it, but according to official records most of the facilities were constructed with titanium reinforced concrete, so should be in a reasonable condition.
