The Chairman of the Council of Peoples Commissars leads the executive, and the Secretary General to the Supreme Soviet is the nominal head of state of the Free Territory. Both posts are currently held by his excellency comrade Yuan W. Blum (Dipl.Mil, 1.PR.(ret.)) His excellency has however called for a constitutional referendum to legislate that both posts may not again be held by the same person. The post of Commander-in-Chief is held by the People's Commissar for National Defense.
