Correct. The Alma Mater is dedicated to advanced research, and as such has a significant number of people who take inspiration from comic books and computer games. Combined with the actual availability of workshops, advanced technology etc. one gets stuff like this.

And a rather weak economy of course.

Of course, the suit does not work exactly like the one from the comics. For one, it is incapable of flight.
