No, that is a stupid rule made up by people to win their arguments, it is ends with tech for a reason. If it was called lets say, Modern Real World based Nation (RWBN), then it would be so but ti talks about the technology, a alien species could be role played living on another planet and have tech we do, it would only limit the RPing played but as you see it is a stupid false rule by people who usually can't understand what it actually means.
