if they are sapient they are automatically free and equal citizens. if they aren't then they are just creatures.
either way, they are perfectly welcome to cross our borders as the see fit, and join our community, of which they automatically are should they choose to stay.

at any rate, slavery in completely pointless and needless in cameroi even if it were consciounable.
people here do what they do for the enjoyment of doing it, for what it does for the world they live in, in the case of infrastructure, or the admiration it gains them in creating things of beauty.
anything else that is needed or wanted is done by machines.
we do in some communities, have slavery of a sort, as a punishment for crime.
but they are still not owned by individual persons or economic interests.

This actually happened in my nation, now these creatures are free to do whatever they want and are treated socially and in the laws of whichever province they are in equally to Sarxlanders in every aspect.

1. Return to their place of origin (should it still exist)
2. Become Galonican citizens
3. Be sent on their way

Slavery is something the Church of Hengaria considers to be wrong. Deeply and utterly wrong. This means that slavery is illegal(having the Church be the second branch of government can cause that). Of course indentured servitude is allowed to a limited extent. If a citizen is struggling to survive then they may agree to a contract with someone who has money to support an extra person. The law dictates that for fair treatment, food, and lodging the servant will have to work for the provider for the duration of one(1) year. After which the contract can be renagotiated or abandoned.

Illegal slavery is a problem however. The government is attempting to deal with it as best they can while still trying to piece a nation back together. The unoffical(yet effective) stratagy is if police or the military come across a slaver the master is either shot on the spot or tortured for their crimes(tend to depend on who found them). Any liberated slaves are (offically) given the choice between citizenship or leaving the country, however once again if the particular soldier, squad, etc. who found them is evil enough and thinks they can get away with it they may just force the liberated slaves back into work for the benefit of the army. Soldiers found doing this are generally shot, though depending on who finds them they may be tourtured or.......

Yeah we have a long way to go on the accountablility of the army.

Indentured servitude isn't illegal but is uncommon. Having recently emancipated a rather stout human populace from government control Unilisia is in the midst of a brew societal revolution, and human sympathy has driven the higher castes of the state to forcibly ending slavery in other nations.

The laws regarding non-human creatures in Radiatia are vague.

Some laws appear to suggest that they are to be considered illegal immigrants, invaders even and should be shot on sight (including and especially ponies.)

However a hardworking non-human creature might be enslaved, or possibly even integrated into society. There are (officially unconfirmed reports) that non-human creatures MAY have been involved in, and retired from military service.

Although the country already uses slavery - it's unwritten, but yes - if a new group entered Dystara the Government would be more likely to study and get the measure of them before attempting to enslave them, if at all.

While slavery definitely exists in Abturbia, a tradition of old times that was imported to the nation by the elves who brought their beastling servants with them, active enslavement of free individuals does not occur in Abturbia. Instead, indentured servitude, either lifelong or temporary, is a possible punishment in nearly all provinces for some crimes.

Most of the servants in Abturbia are either descendants of these criminals or of the first-generation servants from the elven nations where different laws apply in regards to servitude.

The Commonwealth finds a lot of conflicting issues with regards to slavery. We feel that the task of building our nation is our responsibility, and such instills nationalism and patriotism among our proud ranks. Having been enslaved ourselves in the past, we feel that we would be repeating the very mistakes of the old Dakini we have gone a long way from. To be a slave is degrading and causes one to lose his identity, which is the exact opposite of what we seek of a dignified and civil human being.

There are other issues as well:

a. Every position given to a slave would be a potential job post for one of our own, where he/she would be paid according to their labor, and pay tax to the government as well as support a family.

b. Slaves are an extra expense when considered in the long run - One has to provide quarters and similar facilities. And we feel that we would be soiling our name and insulting our own ability to progress as a nation if we let other hands build the Reich.

c. We don't purchase slaves. When dealing with prisoners of war, either we return them to their respective nations in exchange for ransom, or we assimilate them into our own population after a heavy re-education program and are then disseminated into various blue-collar posts, where they receive minimum wage. That is still better than being enslaved or being left to die.
