Its dependent on them, Would they swear absolute loyalty , and be willing to die for the Emperor. If yes ,Then they will be granted citizenship, if not They will be either enslaved, or killed depending on their traits.

We feel slavery contributes to poor profits.
If you promise people pay, they work harder with better quality.
Also there is the issue of spending money to house and feed the slaves.

Slavery does not fit well with our economic plans and is practice that is not currently practiced.

The United Roman Empire does not recognize non-humans as free legal entities, just animals with high levels of intelligence. That's not to say animals would be treated cruelly, we not intentionally harm animals for entertainment.

Much as our courts have attempted to work out how to make slavery legal without contravening the right to property, they have failed, and so that's that. It is immoral and barbaric and hence illegal.

Well, since they are not Snow Clan they'd be enslaved almost immediately or else forced to live with the kender.

Slaves that sincerely embrace the T'Shai are treated superior to those that don't. The snow clan is very good at determining lip service.

If they are human, basic human rights apply and slavery isn't allowed.
If they are non human, human rights doesn't apply for obvious reasons and people will most likely enslave them or eat them, depending on their taste.

Under Urceo-Valencian Law, "slavery" is define as a human owning another, and forcing them to work without pay. Should a weird creature like this somehow get into our nation, it would probably disappear, never to be seen again. (It's not like the government took it away in the middle of the night... *coughcough*)

Our nation does have slavery, as homeless people often offer themselves to work for more fortunate people in exchange for food, water or money.

Though the police normally round said homeless people up and make them work in clean factories instead, where the actually get paid more, most of the time. Syleru actually does have the Butler career, so homeless people often argue they're butlers servicing people, though the police don't fall for it.

Idealismania allows indebeted servitude if a personal debt is owed to an individual (not a corporation). If a person is accused of owing money to another and is taken to court and the defendent is found guilty, they can either pay back what they owe or choose to do labor for the person for the amount instead. In Idealismania we very much feel time is money, and if a person doesn't have much (or any) money, then they should be free to give time instead. Also, all this BS where something is "free" by is plastered with commericals is not considered free in Idealismania, and it's illegal to claim it is.

But as far as having personal slaves that are bought and sold, that is most definately illegal.
