If so - how would you define "obscene". - There are thousands of obscenity laws on the book, covering things from cursing in the presence of ladies to offending a government official to public indecency to the sexual crimes described above. Few of the laws are enforced, although social pressures among the ruling classes keep maintain them in the richer areas. Among the urban and rural poor, society is far looser and freer.

31-What system do you have for taxes? Taxes have become increasingly complex. Generally, the system distributes the bulk of taxes onto the richest citizens, a reaction to the tax exemptions enjoyed by those in power before the Revolution. Tend to be generally high because of the huge debts incurred in fighting the Effitian War. Tariffs, income, sales, and property taxes account for most of the income.

For entrance to the Republic in the first place, strict quotas exist to encourage immigration from "respectable" countries.

Any but we reserve the tight to either deport with prejudice or execute any visitors found violating the few laws that have a death penalty. The Dominationre does not extradite those who violate death penalty laws back to their nation of residence/ legal citizenship

34-What type of government are you? Official: Centralized Presidential Republic. De Facto: Centralized Presidential Dictatorship

35-To what degree is your government allowed to censor or restrict the media? The media is almost completely controlled by the government. Officially, free speech is the law of the land but in practice independent outlets are marginalized or crushed outright by the government.

36-Aside from laws - what sort of unofficial (and unenforced) cultural rules and traditions do you have? For example – Iansislean high culture is extremely sexually repressed. However, there is a strong movemnent amongst the young and the poor embracing sex and rock and roll -- drugs, being legal, never achieved the level of counter-culture fame they did in other countries.

Present to answer some questions about his people, their customs and their ways, is Mongkë Coy’l Isuljin, a warrior of the Chey and cadet brother of the War-Witch of the Chey Ashca Coy’l.

I am he, Mongkë of the Coy’l line, in the Free Chey clan of Isuljin. Know ye this, that of the Chey there are two ilks. There is ourselves the Warrior Chey, the Free Chey, who yet cleave unto the Old Ways as our foreparents did before us. And then, there are the other.

The other? Who are these “other” people?

They are the House Chey, the Lackeys, the servants of Ren, the evil. They who call themselves “the Clean”. Of them I shall speak no more, for between the Cattle of Ren and the Warrior Chey there can be no words; only blood and steel.

Very well, Mongkë. Can you then tell us about the culture of the Free Chey, as you call them?

I will answer your questions, so long as it is honourable to answer.

Alright then, let’s begin.

1 - What is the legal drinking age? Any who wish may partake. Only fools partake overmuch.

2 - Driving age? There is no count of winters for this. No one but a fool would allow one untrained to take the reins of his or her family wain.

3 - Age of sexual consent? This is not counted in winters either. Knowledge and custom dictate that the actions of intercourse not precede the growth of hair upon one’s body and privates.

4 - Voting age?What is this vote of which you speak? I do not know that word.

5 - At what age would someone become an adult (free from parental control)? A warrior must prove his or her worth in battle. Only fools undertake takes which they do not know the way of. No one is ever free of their obligations to the lineage, to the tribe and to the Warrior Chey altogether. Not unless they have been cast out.

6 - What types of recreational drugs (if any) are legal? I am not certain what you mean by this. Explain further.

-Alcohol Ah, the Chey are famous for this drink, for we make the finest liquours in the world! Liquour is made from the ferment of milk, honey and certain woodstrands. For some it is the path to paradise, which is called “the land of milk and honey”, but one must beware, for it dulls the senses, slows the hands and makes the rider ill in the saddle.

- LSD I know not of this Ellesty. It sounds like the names of the god-people that fools in the east call vain prayers unto. What can you expect of those who live in houses, though. Madness breeds among them like flies in horse dung.

- CaffeineIt is said among us that the house people, so mad are they to enclose themselves within walls in life, that, not content with this they even must build such walls around their bodies in death. No, no, umn, not “coffin”, “caffeine”, Ka-Feen. Um, well, anyway, moving along.

- HeroinMy elder sister Ashca Coy’l is War-Witch of the tribe of Isuljin as well as of our clan. She has taken the heads of many enemies in battle. - Other? There are some plants and salts which the shaman use, and others which are the province of the war-witch and war-wizard, but I do not think that you know the names of these. We use them in our ceremonies and as medicines, and some can be made into potions strong enough that might spells may be put into them. These last I will not tell you of, for they are a mickle secret among the Warrior Chey.

Any person not of the Warrior Chey may be killed at the will of any warrior, unless another of the Free Chey says him or her nay. That is why outcasting is so great a penalty. Anyone who is outcast from among the Warrior Chey is no longer one of us, and so may be killed at will, as if he were no more than an Asdriag or a dwarf.

10 - What is the speed limit?As fast as your horse may run downhill with a wind behind you.

11 - What types of religions would are permitted or restricted?There are only two beliefs, the worship of our ancestors and the worship of the Spirits of the Upper Air. Any among the Chey who stray from these risk punishment, but worst of all is the worship of Darkness, as do the priests of Ren. For them is the foulest hatred held. To worship as the House Chey do, to follow the word of Ren, is to declare oneself outcast. None who worship the Dark may be suffered to live.

12- Porn What is this “porn” of which you speak? I do not know this thing either.

13-Prostitution It is not the way of the Chey to pay for sex. That must be freely given between one and another. There is nothing of value that a Chey who is hounorable would take for favour they do not wish to give. Not even a fine horse would be enough.

14-Polygamy/ Polyandry/ Polyamory The custom of the Chey is that any may lay with any they wish, so long as all wish it, though it is not considered meet among us that one lay with one so young as to not yet show the signs of adulthood upon the body, nor for kin to lie with close kin, for we know that the ancestors may curse the seed of such unions that the blood my be fouled and the offspring not fit to live.

15-Homosexuality This custom, though uncommon among us, is not seen as any different than the custom that you call “heterosexuality”, save only this, that those who hold this preference at least are encouraged to try with the other sex to have at least one child, that the blood of the tribe not become too thin, for this displeases the ancestors.

16-Stem cell research. {the blank look on the face of Mongkë tells more than his words likely could.}

17-Human Cloning This smells of necromancy, which is a foul thing, of the Darkness and the kith of Ren.

18-Cock Fighting?Why would anyone wish to watch creatures as ridiculous as chickens fight with each other? Chickens are not noble animals. They cannot be herded, nor follow the tribe. They lack the mein of war in their blood. We laugh at House People who think the fighting of chickens is of any value.

19-Slavery?The Free Chey do not keep slaves as a rule. Slaves are not much good for anything we do. You cannot give them a horse, for they will steal it. It is better to kill them than to hold them prisoner, unless their kin can ransom them with great gifts and tribute.

20-Hunting?The Chey are mighty hunters. It is great sport and training for war to chase a wily beast from horseback. Also great sport among us is to hunt with fierce birds, the falcon and the hawk.

21-FishingFish are good to eat, but not so plentiful in our land, where the streams and pools are far apart.

22-Eating meat?Meat is a good thing in life. It makes men and women grow strong and, if taken from a beast noble and fierce, it makes also the spirit strong with the spirit of the beast. There are only two animals that may not be eaten. The horse, for she is our brother and our life, and the human, for the flesh of the Warrior Chey is sacred, and the flesh of all other speaking creatures is profane.

23-Littering? What is this thing litter? We use a litter for the sick or injured, if our wains are not close by. What? Throw away? Of course we throw away things that are no longer meet, but few are these things. We of the Chey are wise, and can make use of most all parts of all things.

24-Unisex bathrooms ? Rooms are profane things. No Chey will enter a room to bathe or for any other reason by will, unless there is some purpose of honour, such as hospitality. We bathe in the streams and pools when we might, as the Spirits would will us.

25-Suicide? If one were so old or infirm as to be a burden upon the people, these will go off by themselves to die, or will choose to die by their own blade or better, while fighting enemies of the Free Chey.
Euthanasia / Right to Death with Diginity All warriors seek to die with dignity. If one is too ill, has been possessed by dark spirits or has been born with befouled blood, or had their blood befouled such that their own spirit and the power of the shaman cannot cleanse them, then it is meet that the close kin of their lineage help them to pass unto the world of the ancestors.

26 - Gay marriage?We do not marry as the house people do. Nor do we wish it. Those things which we keep, we pass down through our own lineage, not to kin by sex. What is mine I will leave to the sons and daughters of my sisters. How am I to know who among the children of the women I lie with are mine. And if I lie with a man, then we will have no children.

27-Abortion It is not often among us that a woman would not wish her child, unless the augery of the shaman foretell an ill-fate for the unborn one. Even then, most women would wait until the child is born to see if it is befouled in the blood, for it is easier and safer to kill it then. Still there are plants and salts that make philters that can miscarry the unborn. Knowledge of these is not uncommon, especially among the shamans and the war-witches and war-wizards.

Besides this, the garb and raiment of outlanders is foolish, neither as wise, nor as cunning, nor as meet as the things that are wrought in the manner of the Warrior Chey.

30-Do you have obscenity laws? If so - how would you define "obscene". The worship of Darkness and service unto Ren is the greatest of obscenity. To curse by the name of Darkness or the name of Ren is to invite the wrath of the Ancestors upon oneself.

31-What system do you have for taxes? We pay no tax. To give tribute is a sign of weakness.
We share among ourselves what is needed by kin and by tribe.

32-What is the criterion for someone to pass to become a citizen?To become one of the Chey, one must be born into one of the Free tribes, or adopted by a lineage by the choice of the Chey of that kin. It is rare that this happens, though young children are sometimes taken unto us, for their spirits are yet fresh, and can be cleansed unto our ways. A grown warrior must have done great service indeed to the kin or tribe, this has not happened among the Coy’l nor even all of the Isuljin in my time.

33-What types of people do you allow (or not allow) into your country? None may enter the land of the Chey without the sufferance of the Chey. Outlanders court death to come upon our land.

34-What type of government are you? We are the free Chey, we live as our ancestors have since the world was brought forth from the bosom of the sky. Among us all are warriors and all warriors have a say. Wise are the shaman, and the witches and wizards of war, and wise are the warriors who hearken to their council. Chiefs and chieftesses we have among us, but they are chosen by us for their knowledge and skill, so it is meet that we hearken unto them as well, but the Warrior Chey are free. Our spirits have within them the spirit of the wind.

35-To what degree is your government allowed to censor or restrict the media? What are these things, guv-er-mint and me-dee-ah? These are strange words; the Chey do not know them.

36-Aside from laws - what sort of unofficial (and unenforced) cultural rules and traditions do you have? This would take long to answer, and I must return to my horse, and to my people. We, the Warrior Chey are a people of tradition, it is our tradition and belief that make us what we are. We fight to defend these things from the pollution of Ren and of the outlanders and their ways. The followers of Ren call us “the unclean” but in truth we are clean, for we are pure in the ways of our ancestors. It is they who have strayed, they who worship Darkness, and they who live between walls and beneath roofs. In short it is they who truly are “the unclean”.

A short cringing sort of man with a paralysed right leg and oily slicked back hair. Steps forward from the shadows. His large, dark eyes glance furtively around the room, then his upper lip curls into a credible imitation of a smile. “Hello. I have been ordered by my master, the glorious, all conquering, superior genius, Prime Minister Sinister, to answer questions you have about our glorious nation.” He glances around again, more quickly this time, and laughs a strange, high-pitched, stammering, little laugh.

1 - What is the legal drinking age? None, drinking liquor is illegal without a special license from the state.

2 - Driving age? Anyone can receive a driving permit, so long as he or she is required to drive by their superiors (i.e. the state). All driving permits are temporary. All infractions of traffic laws can carry the death penalty, at the discretion of the state.

3 - Age of sexual consent? No one is allowed to have sex, unless they have a government permit for doing so. All allowed partners must be listed on the permit. In addition, anyone who is instructed by the state to have sex, must do so with the person or persons they are instructed to have relations with.

4 - Voting age? Voting? Voting?!? {The odd little man breaks into a sort of howl or shriek, punctuated by a funny gagging sound. Whether this is laughter or agony is almost impossible to tell.}

5 - At what age would someone become an adult (free from parental control)? Parents have no legal control over their offspring unless they receive special permission from the government. As a rule, children are seized from their parents at birth, wet nursed until weaning by mothers who have given birth around the same time, weaned, and then moved into barracks where they are raised communally.
