All are legal (and are sold by the government), just so long as the user fills a contract that comes with the prescription that holds them responsible for anything that they do within influence. If they commit a crime under drug influence, they are banned from buying drugs.

7 - Can people have guns? Yes, they must have a license and when they take it outside of their homes into public, they must inform the town's police about themselves. Not doing so will only result in house arrests lasting no more than a month, which is in the case that you were carrying an extremely powerful gun (Desert Eagle, for example).

For example, torturing a single person will result in you being sent into an Asylum where the most mentally ill go and treat the offender as one, giving him medicine he doesn't need, and placing him to sleep in a room where he can hear the crazy people mumble. He will stay there for the rest of his life. Torturing multiple people over time will result in the killer being forcefully interrogated to find out how he killed them, and then use it against him, but dragging it on longer. You do, you get, with a little more.

10 - What is the speed limit? Depends on the usage of the zone. If it's barely ever used, it can go very high.

11 - What types of religions are permitted or restricted? All religions are legal, as long as it doesn't involve sacrifices.

- Income tax? Yes, it's a simple way to do taxes in my eyes.
- Sales tax? None.
- Import/Export tax? Drugs and alcohol will get taxed, to discreetly discourage drug use. Not caffine though. It is a light drug and should not be taxed.

32 - What is the criterion for someone to pass to become a citizen? - Families all across my nation have set up traditions where firing guns, drinking alochol, and smoking/applying a drug onto the teenager becoming an adult in one day to see if they can handle all it has to offer. This is not supported by the government (although it is not against it), though.

33 - What types of people do you allow (or not allow) into your country? - Everyone. Just so long as we are not in a war with them.

34 - What type of government are you? - Inoffensive Centrist Democracy

35 - To what degree is your government allowed to censor or restrict the media? - Common media that can easily be located by children/teenagers, newspapers and such, must be at a teenager-age appropriate level. Any media that may contain material that is above teen appropriate material must warn the viewer before viewing the material.

36 - Aside from laws - what sort of unofficial (and unenforced) cultural rules and traditions do you have? - Boxing is becoming a popular trend for school boys in high school, so being able to knock a sandbag a certain distance would be culturally positive in your case. Also, going along with government law enforcing (you do it, you get it back and more), everyone who witnessed an event of cruelty/geneorocity is free to give them what they deserve, weather it be a cute puppy, or a nice punch in the gut. My police officers tend to be called Jockies recently.

Ages of Majority

1 - 5 Robots come pre-loaded with the information and coding necessary to make most adult decisions immediately, and are expected to take to the air on the day of their activation (the idea of needing a license for that is as absurd as requiring one for a bird!) so there aren't any of the age-related restrictions biological societies find necessary.

It is customary, however, for a newly-activated robot to stay with "his" coder for a couple of years to get some real-world experience before moving out. However, since we are able to collate our information with high efficiency and are excellent at pattern detection, this takes far less time than it would take if, say, humans were involved. All in all we are pretty much ready to rumble as soon as we're powered up.

During periods of high attrition, as happens when we encounter a planet that actually stands a chance against us, we mass-produce more of ourselves in factories rather than in individual metal/coding shops. These Decepticons go directly to the front lines without delay, fully loaded with all necessary data.

6 - What types of recreational drugs (if any) are legal? - The use of odd frequencies of electrical current in our motherboards for the purpose of getting high isn't illegal for off-duty Decepticons, but it is highly likely to produce glitches, so making a save first is the standard practice. Not making a save generally results in death or insanity, since each individual is so unique that it is almost impossible to reconstruct corrupted data that has no backup copy.

A bigger limiter on getting high is the fact that who do so are likely to run out of Energon and shut down before they realize what's going on. Since no Decepticon is about to actually SHARE even a drop of fuel, this effectively terminates the affected robot's existence. Therefore, "drugs" are a self-limiting problem in Decepticon society.

On-duty Decepticons are forbidden to use off-spec currents as this can cause poor military performance, and raising the chances of defeat in stupid ways is not allowed. All caught doing this in a war zone will be fitted with transformers (pardon the pun) that will modulate all electrical flow within the boards and negate attempts to get high. Undermining this modulation will result in dishonorable discharge, which is punishable by meltdown.

7 - Can people have guns? We love guns so much they're welded onto our arms!

10 - What is the speed limit? "Speed limit?!" Oh, surely you mean a limit on how slow you can go. You have to go at least Mach 1, or you're likely to get blasted out of the air!

11 - What types of religions would are permitted or restricted? Any kind of pacifist-preaching is Treason. So is using the pulpit to try to negatively affect State policy or the public's perception of it. Religions that can handle this are generally allowed.

12- Porn - Since we robots couldn't care less about watching biologicals mate, we have no interest in regulating this at all.

13-Prostitution - Allowing others to run their programs through random peoples' boards is illegal, due to the likelihood of being infected with virii and trojans.

14-Polygamy/ Polyandry/ Polyamory - Marriage is for biologicals.

15-Homosexuality - This, too, is a biological phenomenon and therefore not of legislative concern. Who our slaves mate with after they've done their 20 hrs/day of slave work is of no interest to us, though we would suggest humans use that time to sleep and eat instead.

16-Stem cell research - If we really wanted to keep a human functioning, we would transfer its mind into a board-set and give it a proper robotic body that can be maintained forever! We don't waste our time with technology that doesn't address the real problem with human (dys)functionality: the planned obsolescence that results in them aging to death.

17-Human Cloning - We clone slaves by the millions, in factory-like compounds.

18-Cock Fighting? Any such kind of combat is a hit with the Decepticons! But we prefer to use humans for these matches.

19-Slavery? - Our 3 billion mine and oil-industry slaves should let you know. Yes, there used to be 6.5 billion, but some of them couldn't handle the rigors and crashed. Hence the cloning program.

20-Hunting? We have had to outlaw human-hunting due to the fact that we need them for slaves. Hunting other animals is legal, but is so unchallenging that we don't bother doing it for sport. Since the human farms were overrun, however, all their cattle got away so now if we want to feed the slaves meat, we have to collect some animals for the purpose.

21-Fishing - We do this on occasion because the humans tend to crash without enough protein, and fish seem to be plentiful enough that we won't have to farm them. Of course, instead of depleting an entire species of fish, we switch them up. This isn't done out of "environmental concern," rather it's so we can keep being able to feed the slaves without having to do any serious work!

22-Eating meat? Slaves run longer if we feed them some, so we do if we remember to. Those who don't want meat won't be getting any supplements or replacement food, so they'd better be darned sure about it before they turn down those calories!

23-Littering? Energon cubes are too expensive for most of us to just chuck 'em when they're empty.

24-Unisex bathrooms ? The mines have some pits for humans to relieve themselves in, so I guess that counts...

25-Suicide? - In the case of serious, irreparable data corruption, suicide (by jumping headfirst into molten metal) is the preferred way of dealing with it. Those who refuse this will be euthanized. We cannot have crazy, 15-ton war machines running around!



26 - Gay marriage? - We don't care who humans marry.

27-Abortion - Deleting programs before we're finished writing them is pretty common. It is also common to not give a program a body until it has been shown to run correctly. If it runs, but with glitches, it is expected to be fixed or deleted rather than being made into a full Decepticon. As previously mentioned, we cannot have crazy 15-ton war machines running around!

28- What types of sexual activity (if any) are illegal ? We really don't care what biologicals do in the 4 hours/day they're not working for us. But, since pedophilia tends to cause glitches in future slaves, we forbid it. Rape is banned for similar reasons. Seriously though, if the slaves have enough energy left to do something other than sleep or eat, we work them harder! Most human reproduction is done in our facilities, mainly by cloning.

29-Is your country's/culture clothing optional or mandatory? Going around without a full paint job is a great way to get rusty, so it is avoided. Some, however, choose to show off their weld lines and rivets by using clearcoat. This is quite legal.

30-Do you have obscenity laws? If so - how would you define "obscene". - This is a silly human construct that we abolished at the time of the Takeover.

31-What system do you have for taxes? - Decepticons pay no personal, property, or business tax, but the Government gets 50% of all war or raiding proceeds (resources and slaves). Since Raiding is the main engine of the Decepticon economy, this is all the taxation that is required.

31a Sales tax? None.

31bImport/Export tax? No export tax, but we don't do "imports" in the sense this suggests. RAIDS are subject to the war-proceeds tax.

32-What is the criterion for someone to pass to become a citizen? You must be willing to transfer your mind to a proper Decepticon body, pledge full obedience to Megatron, prove that you are at least as intelligent as the rest of us (hard for someone with a head smaller than the end of Megatron's finger to do!) and prove your loyalty to the Decepticons. This last proof will generally entail you being part of an attack on wherever you're claiming you don't want to be part of anymore. If you're willing to go that far, then okay.

The answers herein apply only to the UIK unless otherwise indicated.
1 - What is the legal drinking age?
Access to alcohol is at 17 (14 under parent/guardian supervision or at religious services). Access to other intoxicants is at age 18 (Covenant-wide).

2 - Driving age?
Driving age regulation is a provincial responsibility. In general, citizens may acquire a learner's permit at 14 years 9 months, attempt a Provisional 1 Licence at 15 years 9 months, a Provisional 2 Licence at 16 years 9 months, and full licence at 18. Going from L to P1 to P2 requires either a successful test pass, or completion of a competency-based course.

3 - Age of sexual consent?
The youngest participant must be 16 or over if any other participant is 18 or over; if the youngest participant is aged 14-16, then the any other participants must be aged between 14 and 18. Sexual activity involving a person under 14 is a felony and carries severe custodial penalties. (Covenant-wide).

Citizens may vote from age 17.

Children become adults at 18, but minors aged 14 and over can apply for emancipation to their Provincial authority.

Alcohol, tobacco (heavily regulated), caffeine (stronger stimulants at pharmacy sale only), some cannabinoids (pharmacy sale only), amyl nitrates, MDMA (pharmacy sale only). LSD is illegal, but minor usage is often disregarded. Users of any substance may not be prosecuted, or otherwise penalised, for any use that occurred more than six months ago.

7 - Can people have guns?
Licensed and regulated (must pass a criminal background check, must attend and pass a three-month course on responsible ownership and use, must undergo a psychological evaluation); relatively widespread ownership.

Religious practice must not involve, endorse, or promote, harm to practitioners or non-practitioners; as long as these requirements are met, there is no restriction on practising a religious observance, though some religions are not recognised as religions.

Pornographic material is legal as long as the actors are over 16, the actors are consenting, the acts depicted are not incestuous, the acts do not result in harm to the actors, and no animals are involved. These restrictions apply to all visual images (cartoon drawings, computer-generated imagery, etc.); these restrictions also apply to fictional and non-fictional written texts.

13-Prostitution
Prostitution is legal, regulated; Prostitutes must register with the Secretariat of Health and Ageing, must be aged 18 or above, must be members of a licensed brothel ("streetwalking" is illegal), and those brothels must comply with OH&S regulations.

14-Polygamy/ Polyandry/ Polyamory
Polyamory is legal. Polygamy and polyandry are not recognised; foreigners in such relationships are cautioned that their relationships are not recognised for legal purposes, and both are considered socially unacceptable.

15-Homosexuality
Homosexuality is legal.

16-Stem cell research
Stem cell research is legal.

17-Human Cloning
Human cloning is governed by strict regulation and ethics controls. Self-aware clones are considered citizens.

18-Cock Fighting
Cock-fighting is considered animal abuse and is illegal, carrying a custodial sentence of 6 years.

19-Slavery
A sentence involving involuntary servitude can be handed down by the courts, otherwise slavery and the slave trade are illegal; slaves are subject to Sanctuary Laws.

20-Hunting
Hunting requires a licence, and certain endangered species are off-limits; quotas are set for others.

21-Fishing
As above.

22-Eating meat
The Secretariat for Health and Ageing and the Royal College of General Practitioners advise that a balanced diet is an important part of a healthy lifestyle; this includes meat.

23-Littering
Littering is a criminal offence and considered socially unacceptable (includes flicking your cigarette onto the ground). Penalties start at a ∂50 fine per offence.

24-Unisex bathrooms
Gender-neutral facilities must be marked as such. These are not unknown, but not common.

25-Suicide
Suicide is legal, although pressuring or conspiring to pressure someone to suicide is treated as a form of murder. If you know someone considering or at risk of suicide, please contact the nearest Health Crisis Centre or call 1800 4357.
Medical euthanasia is legal, though strict counselling requirements and quality-of-life evaluations must be met.

26 - Gay marriage
The Registry of Births, Death, and Marriages will issue a marriage licence for any two people over the age of consent not an incestuous relationship or already married to a third party. The Holy Church and Ka'anuskimi Faith will perform same-sex marriage services, but other religions are free to refuse to conduct such services.

27-Abortion
The official position of the Serene Government is that the ideal number of abortions is zero, as ideally there would be no unwelcome pregnancies. As this is not an ideal world, and abortions will happen anyway, they are legal, medically supervised, and available to all women over the age of 15 (persons younger than 15 require parental consent for the procedure). There are restrictions governing how far into a pregnancy the procedure can take place; a woman at 8 months, for example, cannot have an abortion - if she does not wish to keep the child, the child will be come a Ward of the State.

28- What types of sexual activity (if any) are illegal?
The following activities are considered felonies; any non-consensual activity, any sexual activity involving a person under the age of consent (statutory rape), any sexual activity involving an animal, any sexual activity that causes permanent harm to a participant.

29-Is your country's/culture clothing optional or mandatory?
Actual public nudity is illegal for humans, though there are nudist colonies and areas where this does not apply. Engaging in public nudity in many areas of the UIK is not recommended due to the risk of sunburn or severe sunburn, frostbite, hypothermia, or unfortunate encounters with unexpected rocks/thorns/scorpions or hedgehogs.

30-Do you have obscenity laws? If so - how would you define "obscene"?
Obscenity laws are in place, concerned primarily with matters such as public nudity/urination/defecation, etc.

31-What system do you have for taxes?
The income tax rate varies between 17.6%-82.3% in five scaled brackets (with a sixth "below threshold" bracket being tax-exempt; all civil servants and military personnel are tax-exempt), there is a Capital Gains Tax flat rate of 35%, a Corporate Income Tax of 15% (7.5% for Medium enterprises, 3.25% for Small Enterprises), and a Fringe Benefits Tax of 5%.

There is a Goods and Services Tax of 10% on all goods, some goods are subject to Value-Added Tax (variable rates)

31bImport/Export tax?
Some duties/excise/tariff/levy imposts are in place. The rates vary according to the product, its origin, and its destination. Nations with Embassy Agreements and/or bilateral trade agreements have these cut.

32-What is the criterion for someone to pass to become a citizen?
All persons born in the UIK, one of its embassies, or on a vessel flagged by the UIK, who have one parent that is a citizen or permanent resident of the UIK, is automatically a citizen at birth. A child born in the UIK, one of its embassies, or on a vessel flagged by the UIK, who is not a citizen at birth, and who lives in the UIK, automatically becomes a citizen on his or her 10th birthday, regardless of any other status. For immigrants, criteria vary according to the category of immigration visa applied for. As a minimum, persons wishing to apply for citizenship a person must apply for permanent residency first. Candidates must be resident in the Covenant as a permanent resident for three years, pass language and culture tests, have a provable employment record, and be of sound mind and body. Slaves who are emancipated under the Sanctuary Laws become citizens. Applications to immigrate must be made in person.

The following persons are forbidden to enter the UIK; persons with outstanding arrest warrants for crimes that are also crimes under UIK laws, persons who hold criminal records for crimes that are also crimes under UIK laws, persons of concern or interest to the national security forces, persons who have a disease from a set schedule, and a list of specific individuals banned from entry.

Marriage doesn't actually exist as a legal institution, only a social one, Lelouche does not recognize or afford anyone, any special rights, or privileges for being "Married"

People can however enter binding contracts known as "Civil Unions" which are recognized by the state, as Limited Liability Companies. These partnerships are regulated under financial law and These Corporations can be entered into by any number of "Investors"

- What is the legal drinking age? There is no legal drinking age. However, one must be 16 to purchase beer, and 17 (the age of majority) to purchase other alcoholic beverages.

2 - Driving age? At 15 years of age one can take the non-practical intelligence test for their learner's permit. After either 6 months of driving practice, or 3 months of professional driving instruction, trainees can take their practical exam. If one passes their practical exam they are then put on a year-long probationary period, which also stipulates a zero-tolerance blood alcohol level 0.0 while driving for the first year of holding a licence.

3 - Age of sexual consent? 16, however if one is under the influence of drugs or alcohol (which is classified as a drug), consent is deemed void in a court of law unless said person is over the age of 20.
