If they're damaging property i.e. wrecking stores and burning cars, then they will be subdued using nonlethal force. Rubber bullets and tear gas followed by batons if the group still has not dispersed.

If they engage in lethal activity like assaulting other citizens, they will be dealt with a lot more harshly. Police and other anti-riot personnel are not only encouraged but required to return fire if they are shot at. They however do not have to shoot to kill--they first must shoot to incapacitate.

Disperse? Are you mad? Why would we let them escape to behave incorrectly another day? The military surrounds them, and arrests them all. Those who retaliate violently are knocked unconscious and/or electrocuted with a taser.
A trial is held for those who insist that they were not rioting.
Our punishments do not focus on revenge, which helps no one, but instead involve forced labour and taking things from the criminals in order to pay for damages.
Rioters are punished with forced labour for 1 months work for every 2 hours rioting. All the property of all rioters is taken by the state to pay from damages. Anything left over is put into the treasury for future use.
After the end of their punishment psychologists check their mental state, those with mental problems are sent to an insane asylum to be cured, and then the former criminals are assigned an occupation and home so that they may re-establish themselves.
We continue to check up on them every week for 6 months to make sure they do not return to the malevolent ways.

They are fortunate they do not live in earlier times - rioters who retaliated against arrest would be shot dead.

Riots rarely happen in Vertuna. We define "riot" as a violent protest. Minimal intervention to protect public and private property.
We arrest only rioters who damage property and assault people and attack peacekeepers.
We define "assault" as use of physical force and up(blunt weapon, fire-arm etc.) against another person , unprovoked.
We define "attack" as use of blunt weapons and up against someone.
The Vertunaxians as ethnicity are non-violent, but other ethnics may riot.

We will try and stop it peacefully. Using verbal commands and if that doesnt work we deploy our Riot Police who will use Electrobatons, Rubber bullets, Teargas and try and evacuate any innocents since it's pretty easy because the rioters are mostly anarchists wearing red clothing so once we evacuate and the Riot is still going we let our Riot Police use lethal force (MG3 Light Machine guns etc) survivors are rounded up and killed off their for preventing another riot agaisnt the state

Newmidland police stands in order from the Royal Order Bureau, our intelligence-internal affairs organization. Usually, protests are allowed, but if the bureau sees it as too harmful or against the government, they will open fire.

Police do not engage rioters directly. By forming long chains and charging at rioters, police hope to contain them in a small area. Riots do the most damage when they are mobile, so by forcing them into a small area it is hoped that the difficulty of maneuvering in a vast crowd of people coupled with police presence on every side will calm the situation. Anyone who tries to leave the area is arrested for their part in the riot.

In the event of a riot the Ushbarian Security & Order Bureau is deployed with orders to use any means necessary to end said riot. The USOB vehicle inventory is mainly composed of obsolete military vehicles such as the ZSU-23-4 and the M67A2 quickly ending riots.

They will obviously be given an ultimatum or return to their homes via the vast speaker system in the nation...

If this goes uheeded, tanks are deployed to contain the rioters in a single area.
Following this, dropships are deployed containing the Lemonian Infantry Regiment tasked with domestic police duties.
These units will fire on the rioters using non-lethal weaponry until a substantial number of them have surrendered.
They are then marched to the nearest correctial facility, where each rioter is individually processed.

Large gatherings and Protests are allowed but tightly watched and controlled. Some of our analysts and experts believe this heighten security measures actually increase incidents, in which protesters may riot. However the government is of the opinion that putting a quick stop to unruly behavior benefits the whole of society , even those who are protesting or gathering.

In the event of a riot, the police move in, the guns are real, as are the bullets they shoot. Our police typically use 9mm hand guns, along with tear gas and batons. Police are authorized to negotiate with leader of whoever is protesting first to see if they will leave by diplomacy or negotiation, this works about eighty five percent of the time, likely due to our nations highly moralistic values. The other fifteen percent of the time the police end up moving in, the are required to know and understand the situation, to be able to read it. To determine the level of force necessary and appropriate for dispersing the crowed and riot. So far this method seems to work well, only twice has it been determined the police used and unnecessary amount of force.

Armed with a grenade launcher, 8 smoke pod launchers, two low-caliber rubber bullet lauchers and one net shooter (For airborne targets)
It's capable of traversing urban environments with ease, and comes equipped with Jump-Jets as standard to aid the apprehension of flying targets.

The vehicle is also capable of launching a Seeker swarm, which are basically tiny little AI driven robots with small fan propellers, these tiny robots can enter buildings or chase after multiple targets that are at high speed and then launch two bolts at the target.
A reserve battery is depleted in the action of sending a shock to the target, which causes their muscles to lock up as standard.

Essentially, the reason we have to deploy these things on such a large scale is because quite frankly, the rioters are NOT Humans, they are Dragons.
Dragons are strong and have the capability of flight, they can breathe fire and destroy things with their claws and strength.
Dispatching other Dragons to match Dragons is a risk, so we use something bigger than a Dragon to take down a Dragon.
A good number of these things are deployed alongside Dragon Military Police units in Juggernaut armor wielding heavy, non-lethal ordinance.. Riots are quickly quelled as if they were mere squabbles.

What we do for the following categories:

Cat. 1 (Peaceful): Peaceful protests, no or little civil disorder reported
We do nothing. The police doens't even bother to show up. It's freedom of assembly.

Cat. 2 (Minor): Mostly peaceful protests, some civil disorder reported
We call in unarmed regular police units to arrest people who are doing crimes (vandalism, assault, malicious intent, civil disorder).

Cat. 3 (Riot Threat): Anger boiling, civil disorder is imminent
We call in riot police to surround them and arrest people doing unlawful acts.

Cat. 4+ (Riot)
Police may use tear gas to disperse protests and batons may be used against extremely violent rioters.
