It's legal, but even the states with socialised health programs won't pay for it. It is an elective procedure.

Records from the Secriat of Health state that there are 12 licensed establishments that perform sex-change operations, and that 324 Kiravians and 6 foreigners have undergone the procedure in the past five years (0.000000432% of the population).

Kiravians don't care for sex much anyway. Between that and the climate, it's no wonder why we don't have a tourism sector.

Yes it is, though the state-controlled clinics will insist on either a prescription by a licensed psychiatrist or payment in advance.

The government was caught up in a lot of stupid discussion regarding the actual specification of gender, until in the end it was decided that the designations would simply be made voluntarily. It is your choice wether you wish to register as male or female... but a female sporting a beard will cause quite some laughs.

Sex changes are legal and the government recognises three "birth genders" (male, female, and intersex) and five "legal genders" (male, female, intersex, intersex-male and intersex-female). Birth gender is certified by a doctor at birth when creating the child's birth certificate and it never changes; the legal gender can be changed by the person once they reach 18, or older on the order of a magistrate.

Sex-change operations are also legal. However, they are elective operations and as such are not covered by the National Health Service; recipients of such operations must pay for the procedure themselves, unless the procedure is necessary to return them to a state of mental well-being (for example, if the person has become so depressed at their present gender that it is interfering with normal everyday life), in which case the NHS must pay.

Of course they are. The government has better things to do than to try telling its citizens what gender they should be. Like attempting to abolish the social constructs of gender.

Only two recognized sexes/genders are recognized in Hallistar, Male and Female. One sex may not have the exclusive features of the other in a transgenedered combination.

Sex changes are a highly debated issue within the various Sectors In Hallistar. If someone receives it after the age of 10, they are required on their Identification to be listed as a changed sex.

In theory, yes, in the sense that there is no law against it. However, at the current level of Lyranian medical technology, it is impossible to convert a Lyranian into a male.

No, they are explicitly illegal, it is considered a felony. However, hormones and all other necessary treatments for the transgendered population are provided by the state to those who have free or reduced-cost public health insurance (most private insurance provide such treatments as well). One can also change their legal name and gender after three months of counseling.

It is entirely legal to mutilate yourself however you wish, but such a thing is viewed here as a bizarre eccentricity for which there is no mainstream market, and therefore, finding someone who could perform such a thing is somewhat difficult. The idea of intentionally choosing to BE something that you are objectively not (as opposed to merely pretending to be such) is considered to be extremely odd.

We may not understand it, but we allow it. Government funding is not available, however. The only time the government will even assist in the payment of a cosmetic procedure is after an accident, to repair damage.

* Just about the only thing all Elysians can be counted on to have -- without a license, most dealers will refuse to sell you even the lightest, least armoured tanks, let alone a decent APC or IFV.
