I think that was NationStates 2, which is now defunct. I played that for all of two seconds, but I vaguely remember it having that setup.

Youn didn't played nationstates, its another pages which name I can't remember, it gives you your natural resources and you can upgrade your infrastructure and military trough the page instead of making everything up.
