Last I checked, this is for the Pony Lands region. Not all the nations in the Pony Lands are CoPS members, and vice versa. And since he's in the Pony Lands region, it would seem reasonable to give him a spot somewhere on the map.

A CoPS only map would make little sense, considering that, again, not all of the CoPS are in the Pony Lands. If we *did* do a map of the CoPS, we'd basically have to do a map of the entire NS universe, since that's pretty much how far the CoPS technically spans.
