The Empire of Milograd is a racist, xenophobic, isolationist state located in southwestern Gholgoth. The Empire's population of approximately 1,500,000,000 live under the iron fist of the Dh'arco Rahavuhra, and the laws of the Dh'arco are enforced by the ever-pervasive Resource Initiative Urban Police. The Empire of Milograd is a federation with 26 administrative divisions located in southwestern Gholgoth. Milograd is located several hundred miles south of The Imperial Fortress Reich of Kraven, southwest of The Free Peoples of Dephire, and west of Allied Governments. As of 2011, Milograd is the third smallest nation in the Gholgoth region.

With over 1.5 billion citizens, the Glorious Empire of Milograd is one of the least populous nations of Gholgoth. Milograd is an ethnically diverse country, thanks in part to its history of colonization and immigration, but more importantly the major conquests which have taken place in the land have contributed to the nation's ethnic diversity. At roughly 1,708,240 square kilometers, Milograd is one of the smallest nations in Gholgoth in terms of land area, and with only about 1,501,000,000 people, one of the smallest in terms of population. The majority of Milograd has a temperate climate, however northern Milograd is famous for its subarctic climate. The capital of Milograd is Argyz, which is located on the west coast of the Atraezan continent, and Milograd's largest city is Kremho, which is located on the southern coast of Milograd.

Hunen travelers were the first people to settle Milogradian lands, although not much is known as to when exactly they first arrived. However, it is known that the Khinenese, Freekish, and Slavonic ( Kravenite ) peoples followed suit with the Hunen peoples by establishing their own civilizations on the Atraezan Continent.

The Empire of Milograd's mainland is in Gholgoth, although territories of the Empire can be found across the World. The economy is export-driven, with such focusing on electronics, metals, machinery, automobiles, chemical substances and oil. The Empire is a developed country, and maintains a mediocre standard of living in most parts of the country, although the standard of living is known to be much higher in select urban areas of Milograd. Despite the tolerable standard of living that can still be found throughout the Empire, slum-eqsue developments can be found throughout many parts of Milograd. Milograd also possesses territory in the regions of Varathron, Judea, Azhukali, Sondria, and Minyang. Most of the Empire's population is concentrated into large cities that are collectively known as the "High 35".

Milograd is a reluctant member of The World Assembly, a signatory state of the Brimstone Pact, and is a member of the Conglomerate. As of March of 2011, Milograd is a member of The Gholgoth Regional Alliance.


» History

While the exact year is unknown, it is believed that Hunen explorers settled on the Atraezan Continent in the earliest years of the common era. Settlements in the Central Milograd Region prospered, and the Hunen spread themselves outward. Over time, many city-states developed across the Atraezan Continent, and eventually came into contact with on another. As a result, an intricate network of trade and travel was established between the city-states. These city-states worked hand-in-hand peacefully for many years, until the First Great Famine. The famine, which began in the year 1104 and ended in the year 1211, created divisions in the city-state network. During the famine, the city-states fought amongst themselves for the crops, and during this time alliances were forged between bands of city-states. These alliances essentially worked closely together to maintain peace and prosperity within their respective member city-states, and often found themselves at odds with their opposing city-state alliances. Several city-states opted out of joining these pacts, however most of these city-states broke out into chaos over time and were later left behind as "ruins".

By the end of the Great Famine in 1211, eighteen notable alliances between city-states were present across the Atraezan Continent, and the western and eastern regions of the continent were no longer in contact with one another. In most cases, these alliances were in disputes with a majority of the other city-state alliances, although several alliances were on positive terms with one another. The years after the Great Famine brought on an era of peace, although tension was still present all throughout the Atraezan Continent.

In the late thirteenth century Freekish explorers came across Milograd out of complete accident. The Freeks established their own societies which would eventually come into contact with the Hunen city-states. The Khinenese began to spread throughout Milograd at this time, after having been isolated along the southern coast of Atraeza. It is a popular theory among historians that the Khinenese are the true natives of Milograd, despite the fact that they are a minority. It is believed that the Slavonic ( Kravenic ) settlers of Atraeza arrived in approximately 1300.

In the year 1600, the city-state alliances were still present throughout the Atraezan Continent, although the tension between the alliances had ceased. The City-State Alliances were prospering, trade was flourishing, and exploration was leading to new discoveries. As trade continued, the eastern and western coasts were once again brought back into contact with one another, and city-states in Central Atrazea became trade and cultural hubs. The earliest years of the 1600s were times of great change, and ideological exchanges between the brightest minds of the time led to an era of great progress for the people of Atraeza.

It was in 1619 that talks of an "Establishment" begun, between the governments of the Atraezan Continent's largest city states. This establishment, in theory, would unite the city-states under one banner, and would ensure stability all across the continent, by placing interests in the 'Central Atraezan hub'. After much debate and consideration, a draft of this establishment was completed in the year 1621. The concept of this establishment was to unite the self-governing city states under one banner, and thus form "The Federation". In the year 1623, the establishment was signed, and the Federation of Milograd was founded. In the winter of 1624, the first Dh'arco Rahavuhra of Milograd was elected by the federation's temporary governing body ( note that only the first Dh'arco Rahavuhra was elected; all the following Dh'arcos were appointed by their predecessor ).

The Khinen city-states of southern Atraeza voluntarily joined the Federation of Milograd in 1644.

In 1655 the Federation of Milograd had organized a large army in hopes of seizing full control of the Atraezan Continent. Freekish city-states and villages along the eastern coast of Atraeza were engaged by the organized armies of the Federation. The Freeks had been expecting such an attack for several years, as they knew the Federation wished to have control over the whole continent, and were able to withstand the Milogradian assaults.

The Federation had underestimated the Freeks, however, and the organized armies were soon pushed back into Central Atraeza. A bloody war then ensued, and the former Milogradian capital of Ruraka burned to the ground towards the end of the war. Many of Milograd's largest cities were destroyed by the Freeks, and the Federation was forced to relocate its capital to the west coast of Atraeza. Dh'arco Rahavuhra Eyga determined that the lands along the Vorgornic River would be the best place for the Federation to operate its government, and modern-day Argyz was therein established as the Federation's capital. The war ultimately led to the the large-scale migration to the west coast by many Milogradians, and as of 2011 the western coast of Atraeza is the country's most populated region.

The war between the Freeks of Eastern Atraeza and the Federation came to its conclusion following the Battle of Kremho. The battle, which lasted sixty seven days, ultimately ended in a decisive Federation victory. The Freeks agreed to hand their land over to the Federation in exchange for their lives, although a majority of the Freekish population fled the continent on boats, and went on a journey that would take them to modern-day Bephelgoria in Varathron. The Federation of Milograd formed a permanent, official military at the end of the war.

Racism against Freeks became popular during this time.

The Slavonic settlers of Atraeza had established a Republic-esque state that had peacefully existed for several hundred years; but civil war ultimately forced the Republic into a state of decline. In 1694, the Slavonic Republic collapsed, and in 1695 the lands of the former Slavonic Republic were conquered by the Federation of Milograd.

In 1832, the Milogradian Federation established Ludkin as a protected territory. Ludkin - an island located in Varathron proved itself to be a valuable asset to the Federation, and the island's resources brought prosperity to the mainland. It was during this time that Milograd also led explorations into modern day Kraven, and the cultural exchanges between the Kravenites and the Milogradians are well-document. The interactions between the Hunen and "The People of the North" led to the concept of imperialism being brought to the mainland. The benefits that came from claiming Ludkin as Milogradian territory, along with the introduction of imperialism to the mainland, are what likely led to the Federation's adoption of imperialism. It was around this time that the Federation started being referred to as an "Empire".

The industrial revolution of Milograd began in the early nineteen hundreds, and this revolution ultimately brought the Federation of Milograd out of its politically isolated state ( temporarily ). Milograd began to ally itself with the its surrounding Gholgothian nations, and tourism between the nations of southwest Gholgoth began at this time. Milograd also established Moravica as a province-level territory in 1907. The Milogradian Industrial Revolution is also notable for the fact that the modern-day "High 35" became urbanized at this time.

In the year 1947, the former Saito Republic became a protectorate of the Milogradian Federation, following an agreement between the governments of the two states. The Saito Republic, located in the Itaki Archipelago, is notable for its large Khinen population. By 1948, Milogradian territories could be found in the Itaki Archipelago, Gholgoth, and Varathron. Years later, the Saito Republic would become a Milogradian Colony, following the signing of the Treaty of Gogondo, which was signed into 1962.

In 1963 Milograd was larger than ever, but the excessively imperialistic policies of Milograd, and the neglect of its territories would ultimately lead to revolt in several Milogradian territories; most notably in Jozyanra. The Federation was unprepared for such a revolt, and the Empire was forced to withdraw from Jozyanra in the Autumn of 1963. The revolt itself proved that Milograd was in need of a better policing force, and in response to this the Resource Urban Police Force was founded.

Milograd experienced a crippling recession in the early nineteen seventies which carried into the late seventies, albeit by then it the Milogradian economy had almost returned to prime-form, however Milograd managed to recover following economic reforms of 1979.

In 1980, The Empire of Milograd declared war against Arkinesia for harboring enemies of the Empire, notably members of the terrorist group "Lajirua". The conflict lasted two years, and ultimately ended with a Milogradian withdrawal of forces from Arkinesia.

Dh'arco Rahavuhra appointed Seiji Tadami as his successor in 1989, and this marked the first time that a Khinenese man had served as Dh'arco Rahavuhra. Seiji Tadami's rule saw the Empire of Milograd drift back into isolation, and it also saw the Empire tone down its imperialistic actions. Seiji Tadami was also the first Dh'arco Rahavuhra to cut spending towards the Resource Initiative, and he did this in favor of spending more money on the Milogradian Defense forces.

The 1990s saw Milograd observe Gholgothic crusades against foreign powers, yet Milograd held its isolationist stance during throughout the course of this decade, and also declined an offer to join The Gholgoth Regional Alliance - as ordered by Seiji Tadami.

In 2002 a sneak attack on Milograd was launched by Quirina, and during the attacks the city of Yutzkil was destroyed by a Quirinian hydrogen bomb. The Empire then declared war on Quirina, and as of September 2011 the conflict is still ongoing. The Milogradian Union was formed at this time in an attempt to create a multi-regional defense network that would serve as Milograd's alternative to joining Gholgoth, which the Dh'arco was not interested in joining ( due to his objections to wanton Gothic imperialism ).

The Dh'arco Rahavuhra Seiji Tadami fell ill in 2003, and appointed Governer Kiko Jukill ( of Ludkin ) as his successor. Jukill quickly proved himself to be an awful choice for Dh'arco, and his first act as Dh'arco was banishing the Tadami family from Milograd. He provided no reason for doing this at the time, but later claimed that Seiji Tadami was "behind a certain conspiracy that he could not speak of for national security reasons".

Jukill then had the Empire join the Conglomerate superstate, and at this time he began to manipulate the other states of Milogradian Union. The Empire of Milograd then joined the Brimstone Pact, and eventually had Milograd join the Gholgoth Regional Alliance, which was done to the chagrin of many. Dh'arco Jukill eventually began directing record amounts of funds towards the Resource Initiative Urban Police Force, which would become a pervasive, violent, and ultimately corrupted military establishment over the next several years.

A majority of the Tadami family had gone into hiding within Milograd, and had therefore defied the Dh'arco's ordered banishment. The Alikarhian Liberation Coalition was founded shortly after Seiji Tadami's recovery in 2007, and the organization's aims were to liberate Milograd from the iron fist of Dh'arco Jukill.

Dh'arco Rahavuhra Jukill announced the colonization of Judean lands in 2011, and declared that such marked Milograd's return as a imperial power in the world. Using political manipulation and diplomacy, the once-again "Empire" of Milograd managed to conquer over 1,000,000 square miles of Judean land with little resistance.

On September 14th, 2011, mass riots broke out across Milograd after the Alikarhian Liberation Coalition sent out a report concerning the wrongdoings of the Dh'arco Rahavuhra.

The Empire of Milograd's mainland is known as the Atraezan Continent. The Atraezan Continent is a small continent, located in southwest Gholgoth, and enjoys a temperate maritime climate. The continent itself is divided by the Vorgornic River, which runs through the Western Region of Milograd, from the Bay of Vortim to the Waters of Yzeil. The continent itself is known for its wide variety of geographic features, such as mountains, plains, woodlands, mesas, bays, swamplands and valleys. The western region of Milograd features a majority of the mountainous and valley-esque features, while central Milograd is home to the continent's plains and swamplands in the south. Eastern Milograd is the source of the nation's timber, which can be found in the region's forests, while the western region of the nation is the source of the nation's oil and metals, which are resources that play a vital role in the Milogradian economy. The Great Plains of Milograd are located in the central region of the continent, and most of the nation's agricultural products come from the Great Plains.

The surroundings islands of Atraeza share the same climate as the Atraezan Continent, that being a temperate maritime climate. These islands are best known for the cliffs along their coasts, which have proven hazardous to sailors. As of 2001, it is illegal for any non-military/state watercraft to come within fifteen miles of any coastal island that has been marked as a "Cliff-Hazard".

Judean-Milograd, or Teira, is located on the former Lunira Islands, a chain of islands located in the Tulgian Sea, and is located south of the Sensal, and west of Trescott. Teira's islands have a combined area of 10,241 square miles. Teira is notable for its many forests, however many of them have been burned down so that military establishments could be built over former-forestlands. The island of Razulo, which is one of the several Teirean islands, is notable for being covered in forests, and is the least populated of the Judean-Milogradian islands. The largest island in Judean-Milograd is known as Tzeith, an island which has been industrialized, and has notably had many of its forests destroyed.

The coastline of Tzelieth is notable for its beaches, forests, and cliffs. The cliffs of Tzelieth, which can be found on the southern coast of the island, are now heavily protected by the state, for unknown reasons.

The islands of Razulo, Neisnia, Maroka, and Eaurea, can all be found to Tzeith's north, and are covered in woodlands, plains, and swamps. Although the islands are mostly woodlands and plains, city and rural developments can be found along the coasts. Eaurea, unlike Maroka, Razulo, and Neisnia, is known for its hilly terrain in certain areas, although for the most part the island is covered in flat, barren plains, and woodlands. The Teirean Islands serve as Milograd's secondary source of timber.

Most of Judean Milograd's land is actually located on the southeastern coast of the Judean continent. Judean-Milograd's continental lands are generally wetlands.


» Government

Milograd is an autocratic state with political power centralized with the head-of-state, the Dh'arco Rahavuhra. The Dh'arco Rahavuhra, which translates to "Supreme Leader," is chosen by his successor and maintains his authority until death or resignation. Assigning the members of the Milogradian Senate every five years, leading the Milogradian military council, and overseeing day-to-day issues concerning the Empire in general are several of the many duties entrusted to the Dh'arco Rahavuhra.

Constitutionally the Empire of Milograd is a moralistic democracy where a leader is elected by elected representatives. However, this system was abandoned after merely one election, and ever since the death of the original Dh'arco Rahavuhra this part of the Milogradian establishment, and furthermore the Articles Dh'arconian law, has been ignored. The Milogradian government has slowly morphed over the last 400 years, and has gradually changed to the point where it is beyond recognition of its original self. Dh'arco Rahavuhra Jukill officially ruled the original laws of Milograd to be null and void in 2007, and created the "New Dh'arconian Law" in the year 2008.

Despite their being alternative categories for which the Empire could be placed in, the Empire has been known as a "Sacratracy" since Dh'arco Seiji Tadami's rule over Milograd.

The Milogradian Senate, which is appointed by the Dh'arco Rahavuhra, creates and authors new laws at the Rahavuhra's will, and also appoints the respective governors of each of Milograd's administrative districts. The Senate consists of 200 seats, and a majority vote is required for legislation to pass, however the Dh'arco Rahavuhra's sole approval of a single piece of proposed legislation is considered as an automatic passing of said legislation.

Consisting of 26 administrative divisions, the Empire of Milograd is also a federation spanning several regions, but the state is centralized in Gholgoth. Each state has a single governor whom is given the responsibility of seeing to it that the Milogradian senate's laws are successfully enforced within their respective state. Governors in foreign colonies are often chosen to represent the Empire to potential allies in the geographic vicinity of their state. Generally a governor serves for five years before being replaced by the new Milogradian senate.


» Politics & Foreign Relations

The Empire of Milograd has historically been a isolationist state that has prided itself in its self-reliance, however throughout the years the Empire has gradually begun to interact with the greater international community. Milograd did not truly form relations between its governments and others until Dh'arco Rahavuhra Yuyrak visited Briska in 1901. However, the Empire became increasingly more active in the international community under the rule of the Dh'arco Rahavuhra Jukill in the twenty first century. Prior to this, the Empire rarely dealt with nations outside of Gholgoth individually with several exceptions. The Empire's treatment of its citizens, its hostility towards non-Gothic states, and ultimately its xenophobic and offensive tendencies have lead to the Empire being shunned by the international community on multiple stages. The pervasive and abusive nature of the Resource Initiative Urban Police, the government's handling of the 2011 Atraezan Riots and the Empire's endorsement of hate-crimes towards "inferior races" have ultimately been frowned upon by the international community. Several motions to condemn the Empire were proposed on the floor of the World Assembly in October 2011[ 1 ]. The Empire has repeatedly condemned the Polaris Initiative and various organizations akin to it.

Milograd is one of the Gholgoth Regional Alliance's newest member states, and the GRA consists of most of Milograd closest allies. Outside of Gholgoth the Empire only maintains active relations with Trescott, the United Dominion, Drackonisa, Ganosia, Bursalavoro and Stoklomolvi. Semi-active relations are maintained between Milograd and the former members of the now defunct Conglomerate. The Empire maintains active embassies in all of the above countries along with the Kingdom of Yohannes, the Blackhelm Confederacy, Bellganamos, Novikov, Tehraan, Riemaia, Stedicules, and Milogradian Colony of Bisgea.

Within the nation itself, the Empire of Milograd is notable for its eerie lack of publicly presented opinions that contradict the views of the Argyzian Authority, although during the riots of September 2011 there was a notable outlash against the policy changes made by the Milogradian Dh'arco Rahavuhra Ju'kill.


» Military

The Empire of Milograd's military was unofficially established in 1621 with merely one service branch: the Continental Army, which was more or less undeveloped. However, following the conclusion of the Freekish-Milogradian war the Empire formally created it's military. As of 2011 the Empire of Milograd has four service branches; the Imperial Milogradian Ground Force, the Imperial Milogradian Maritime Force, the Imperial Milogradian Air Force, and the Milogradian National Defense Force.

The Argyzian Authority Command Center serves as the Empire's military headquarters, and the AACC is also the workplace for the Dh'arco Rahavuhra of Milograd. The "Council" of the Argyzian Authority assists in the coordination of operations by service branches whilst also assisting in the formulation of strategy for the Dh'arco Rahavuhra. The council itself consists of the highest ranking officials in each of the Empire's four military service branches, but ultimately is dictated to by the Dh'arco Rahavuhra, whom has the power to supersede their authority.

The collective upper management of the Milogradian Armed Forces is as follows:

The Empire of Milograd's military emphasizes that logistical stability, along with superior equipment are necessary in times of war. Reconnaissance operations are often prioritized and performed prior to any actual engagements.

Despite the Empire's constant readiness for war, the Empire rarely does wage war. Being the historically isolationist state that Milograd is, excluding the brief conquest campaigns of the Empire, rarely has the Empire provoked an armed conflict, and wars involving Milograd have tended to have been provoked by outside parties whom were appalled at the Empire's internal workings.

Milograd's membership in the Gholgoth Regional Alliance has allowed it to import weaponry, equipment, and technologies of higher quality compared to what is domestically produced within Milograd. Most of Milograd's military vehicles are imported, and Milograd uses Yohessian and Anemonian ground vehicles particularly. Aircraft utilized in the Milogradian Military are generally imported from Mikoyan-Guryevich, although the Imperial Air Force has purchased a large amount of its currently active aircraft from Freekish Industries. Milograd uses domestically produced small arms, armor, etcetera, and also domestically produces a majority of its warships and other watercraft. The Milogradian Armed Forces are partners with Anhausen Military Systems and has thus produced many of the products offered by Anhausen Military Systems since 1974. Milograd has been involved in the development of the Damocles Satellite Constellation project alongside various other nations, and the Empire set forth over a trillion dollars towards the project.

Historically the Milogradian military has been involved in very few conflicts, most of them being territorial disputes. Following the end of Milograd's brief conquest campaigns that took place up until the 1960s the Empire began to withdraw it's military influence worldwide, which was nearly obscure to begin with. Prior to joining the Gholgoth Regional Alliance, Milograd choose not to actively align itself with the other Gothic nations during wartime.


» Law Enforcement and Justice

The Resource Initiative Urban Police Force is essentially Milograd's first line of defense when it comes to maintaining civil order or assuaging unrest among civilians.

In 1963 Milograd was larger than ever, but the excessively imperialistic policies of Milograd, and the neglect of its territories would ultimately lead to revolt in several Milogradian territories; most notably in Jozyanra. The Federation's police forces was unprepared for such a revolt, and the Empire was forced to withdraw from Jozyanra in the Autumn of 1963. The revolt itself proved that Milograd was in need of a better policing force, and in response to this the Resource Urban Police Force was founded.

Resource Agents, which are the lowest rank of foot soldier in the Resource Initiative, police the largest cities of Milograd in great concentrations, however more archaic police forces can be found in suburban and rural areas of Milograd. Resource Agents are divided up into "units" which generally consist of 4-13 men ( it depends on the size of the policed area ), and these units specifically police certain parts of their respective city. Argyz, Milograd's most heavily policed city, has 300 active Resource Units policing it. A unit's leader reports to and takes commands from a city-wide "middle command" which is in charge of an entire city's police forces. The leadership of a middle command reports to the national Resource High Command, which works closely with Milograd's ruler himself - the Dh'arco Rahavuhra. High Command rarely deals with any command level lower than middle command directly.

Due to the lack of space in most of Milograd's cities, which are infamously crowded and cramped, the Empire decided to take a more efficient and timely approach to handling criminal cases and detainments. It is for this reason that massive prisons exist in the heart of every single one of Milograd's thirty five largest cities. The existence of these prisons allows the Resource Initiative to quickly transfer captured criminals to a place for holding, and thus allows units and footsoldiers to get back to policing the streets in a timely fashion. Since the Declaration of On-Site Law in 1979, however, these prisons have been used much less.

On-Site Law is the code of trialing and punishing criminals in Resource policed cities. In short, all criminals are judged as "innocent" or "guilty" at the scene where they are captured. When a criminal is caught by the Resource Initiative Urban Police, they are immediately "judged" by on-site footsoldiers. They are given three minutes to explain themselves, and the leading officer of a unit will ultimately determine whether or not they are innocent or guilty based on what he has witnessed. All judgements are passed up the chain of command for record keeping. Punishment for a crime is decided by the highest ranking officer at a crime scene - execution is the most common form of punishment for committing a crime.

The Resource Initiative is directly responsible for determining what is and is not a crime on-site.

A officer's ruling is absolute and repeals are non-existant, and only a superior with the proper authorization and permissions is capable of reversing an on-site ruling -- but generally on-site punishments are quick and brutal, and thus it is difficult to "save" an on-site criminal. Criminals whom have been deemed guilty are commonly executed on the spot and thrown into the back of a urban policing vehicle ( UPV ), and their bodies are later disposed of at unknown locations. It is believed that criminal bodies are used for fuel, and ever since Automagfreek announced its flesh for fuel program the Resource Initiative and the greater Milogradian government have become more and more curious with testing its potency.

The citizens of Milograd are taught that the Resource Initiative is a glorious and honorable organization that protects the state from potential and existing threats. Those who make claims about the tyranny of the Resource Initiative are never given a chance to repeat such blasphemy, so generally public perception of the Resource Initiative is positive based on what they see. However, many Milogradians object to the Resource Initiatives pervasive, unfair and disruptive workings but refuse to speak out against such due to fear.

There is much dislike present in Milograd aimed at the "On-Site Law" policies of the Resource Initiative, but rarely do people voice their issues with said policies.
