Thank you for your interest in the Helladric Department of Foreign Affairs. Our grand opening was long in coming, but now there is an open line of communication allowing for a range of international affairs to be conducted in one convenient location. Presently, we offer services in applications for embassies and consulates, proposals to enter treaty talks, and personal visa applications. The Department of Foreign Trade also piggybacks off of this site for applications for opening domestic branches of foreign businesses, and proposals to enter trade talks.

The Federated Empire of Helladria is a medium-large nation of 115 million people, ruled as a semi-presidential federal republic and is home to four native ethinic groups and immigrants from around the world. The Helladric Empire attempts to lead by example in creating a free and open society, in which the citizens of the Empire may live their lives on their own terms. We also seek to engage with other nations who are like minded and encourage the evolution of those who have yet to transition to a more open and free society with equality before the law.

Helladrians are an ancient and proud people, whose ancestors pioneered civilization in times as early as the neolithic age. Throughout their history, the people of Helladria forged cities, alliances, and empires. They experimented with rudimentary democracy and capitalism, refined the arts of war, wrote songs and poetry, developed complex philosophical ideals and applied them to the individual, nature, and society. The current Helladric Empire has its origins in the end of the Helladric Dark Ages. Circa 900CE, the fall of a dynasty of foreign despots marked the rise of the new Helladrian state. The new emperor, Svenge Barnet dår Valkyrjur undertook one of the worlds most significant liberalization campaigns to that date, in which the aristocracy was abolished, serfdom was ended, complete equality for all citizens before the law was officially implemented, private enterprise resumed, and the period culminated in the creation of Helladria's first ever federal legislature. At approximately 1100 years of age, the Federated Empire of Helladria is the longest lasting government at the national level in the history of the four nations of the country.

Today, the Helladric Empire spans an area the size of Argentina, and borders the much larger Sultanate of Zoltab with whom we share limited relations. Within the Empire, Helladrians, Ashrians, Bessarians, and Svarbalders enjoy complete equality before the law, as do our millions of immigrant citizens. Ethnic integration has been assisted by Helladria's mandatory military service, which requires that citizens of all walks of life serve next to their fellow countrymen for a stint during their early adulthood. The Helladric education system is perhaps Helladria's most prized institution, in which students are taught a core curriculum of math, reading and literature, writing, at least one foreign language, science, social studies and philosophy. Upon graduation, high school students score well above average in the world for math and verbal literacy, and have well developed strong personal ethics. Approximately forty percent of the adults in Helladria have four year college degrees, and about three quarters have at least a two year degree in higher education or vocational training.

Here in the Federated Empire of Helladria, we seek to forge relations with new nations and strengthen our bonds with nations, whom we have already engaged. For this reason we would like to make available an easy application for nations seeking to establish embassies and consulates in Helladria. Foreign governments are encouraged to establish embassies in the polis of Corsyd, but procurement of the chancery will be left for your nation at its leisure. Because the Helladric Empire would like to make all of our guests feel welcomed, there will be no taxation or other fee for the first 200 square meters of lot size aside from the cost of procurement. After that, taxes and fees are applied normally by the national and polis governments, up to the maximum lot size of 800 square meters. All embassy chanceries are regarded under law as extraterritorial in jurisdiction to the Helladric Empire except in rare cases of revocation by the Helladric federal government as well as major legal infractions such as the integrity of human life.

Aside from embassies, the Helladric Empire also provides the opportunity for foreign nations to open consulates in locations of interest across the country. As with embassies, acquisition of the consulate's lot is left to the applicant nation. Like embassies, a nation's first consulate is subject to no special fees by the federal government in each polis, but only to the first 150 square meters. The federal fees waived do not include any fees levied by the hosting polis, which may set any fees of its choosing to within the legal bounds of contract law. After that, taxes and fees are applied normally by the federal government, up to the maximum lot size of 400 square meters.

The Helladric Empire provides diplomatic immunity for persons of foreign governments employed in an official capacity in Helladria. In addition to elevated security allocated to foreign diplomatic personnel, ambassadors, their equivalents, and technical and administrative staff are afforded a wide berth of official permissions with the understanding that as representatives of their respective nations, they will not injudiciously abuse their privileges. The level of diplomatic immunity afforded is typically bestowed relative to the official level of recognition of the critical nature of a position and whether the employee is a Helladric or foreign national. To request an embassy in the Federated Empire of Helladria, please fill out and submit the "Embassy Application" found below. Please keep in mind that embassy applications are evaluated and accepted at the pleasure of the Helladric Empire, and that unacceptable requests may be refused. Excessively numerous or heavy security and transportation equipment will be refused as will an excessively large number of security staff. The Helladric DFA officially recommends no more than one civilian or utility helicopter and four protected vehicles, and at most one security staffer for each foreign civilian staffer. Furthermore, foreign officials are expected by and large to comply with Helladric laws, and a failure to respect Helladric law can result in expulsion of personnel or a formal request by the Helladric federal government to ask for a waiver of diplomatic immunity for egregious offenses from the represented government.

The Federated Empire of Helladria knows well that diplomacy doesn't simply end with an exchange of ambassadors. Therefore, we are pleased to present the opportunity for other nations to submit treaty proposals in a variety of areas. Helladria seeks to expand its current relations in a variety of dimensions including reducing barriers to trade, commerce, and immigration, procurement of import licenses for restricted products, and extradition treaties. The Helladric Empire will also entertain the possibility of alliance and mutual defense proposals should the proposal be deemed mutually beneficial.

A nation seeking a trade pact can initiate the process by using the "Free Trade Proposal" below. Helladria normally seeks conditions in which tariffs are lowered or eliminated, quotas are eased or lifted, and otherwise trade and transport is permitted to occur between the enterprises of different nations without undue government interference or double taxation. While the Helladric Empire pursues its long term goals of reduced barriers to international trade, we maintain an understanding position regarding those trade partners who have reservations about moving too quickly. Helladria is willing to cooperate in making trade concessions for our partners so long as adequate compensation is made in return to offset losses to productivity. It is also the position of the current Helladric administration to pursue a free trade policy designed to manage convergence of disparate economic levels when dealing with nations with significant low-income populations, which will likely require a series of gradual trade policy revisions over the course of years or decades.

A nation seeking a free migration agreement can initiate the process by using the "Free Migration Proposal" below. The Helladric Empire prides itself on upholding the innate rights of persons to freely migrate. Even without a signed agreement, the Helladric Empire will accept immigration from any nation in the world subject to review of the immigrant and circumstances in question. A nation seeking to sign an extradition treaty can initiate the process by using the "Extradition Treaty Proposal" below. The Helladric Empire normally considers foreign nationals in Helladria subject to applicable law of the federal and inferior levels. When foreign nationals are accused of a crime in the Helladric Empire, they will normally pass through the Helladric justice system and be sentenced if applicable. Conversely, if a foreign national has committed no offense in Helladria, and said national's government requests extradition, Helladria will consider the circumstances on a case by case basis in deciding whether to permit extradition. For those nations with whom we share an extradition treaty, preference is given to permitting extradition in recognition of the compatible legal doctrines of the signatories.

A nation seeking an import license can request one by using the "Import License Request" below. The Helladric Empire permits a wide variety goods to be traded, but does put restrictions on certain goods for safety and security purposes. An import license authorizes a class of restricted material or arms to be exported from Helladria to the requesting nation. Import licenses are granted based upon their proposed and expected usage, and an evaluation of the requesting government to be performed by analysts. An import license does not automatically authorize all subsequent exchanges of a material class nor does it authorize exchanges that are of a differing restricted material class. The Federated Empire of Helladria is a popular destination for tourism, business, and immigration. Every spring and summer, Helladria experiences high rates of visitation to its pristine southern beaches, and every winter, the southern Grön River Valley in Ashria sees visitation to the mountains for its skiing and hot springs. With a rich cultural history present throughout the 32 poleis and one territory, it is easy to see why Helladria attracts a range of visitors. Whether considering the Takis Orchestral Theater, the Tephonidis Museum of Natural History, the Anethi Academy of the Classical Arts, or an ecclectic array of dining establishments, the Helladric Empire has a panoply of options for visitors and natives alike to slake their thirst for culture. Its generally free attitudes towards the business of others combined with a family friendly and low crime environment place the Helladric Empire on the map for anyone seeking a new and exciting vacation experience.

With its competitive tax rates, and highly educated workforce few other destinations can offer the same return on investment for interested businesses. Here in Helladria, we boast an average national income tax rate of 7% for individuals and a meager 1% for businesses. Though polis tax rates vary, all are highly competitive, and not one exceeds an additional 10% tax on income. A national sales tax is absent and sales tax in individual poleis are either low or absent. Our court and regulatory systems do their best to create a legal environment that protects consumers, while permitting enterprises to enter the market and operate with minimal red tape. Finally, crime is low and the nation has experienced stability for four decades running. Not surprisingly the Ossdorn Busniness Monitor ranked the Helladric Empire as one of the twenty best countries to do business, eight years running, and the University of Hoogebrord projects Helladria as being the most likely nation three years running to see sustained long term economic growth.

Immigration to the Helladric Empire has seen a heavy and sustained flow for more than two consecutive generations. Immigrants see Helladria as refuge from oppression and as a land of opportunity. Helladria permits nearly unrestricted immigration to and emigration from the country, and permits for naturalized citizenship after ten years, and a show of effort. About seven percent of our nation consists of first or second generation immigrants, and migration rates have increased so that in the future, that proportion is expected to rise as well. Whether an entrepreneur or employed by another, it is relatively easy find a niche in this economy which allows each individual to reach for and achieve their potential. The Federated Empire of Helladria is a country with an abiding belief in the virtue of private enterprise. We consider it to be the backbone, not only of our economic prosperity, but also the driving force of invention and innovation in the Helladric Empire. It is our goal to be able to provide to our citizens the variety and choice they deserve and provide our business owners a fair and level playing field. More conventional forms of ownership and organizational structure are easily available and can be seen widely employed across the country. Helladria also permits the chartering of business structures less commonly seen in some parts of the world which typically are hybrids of the liability protections of a corporation fused with a flexible ownership and decision making structure as outlined in the charter of each respective company. A fully detailed list of ownership structures is given at the bottom of the page.

Below is a form requesting to own and operate a business in Helladria. Upon review and acceptance you will be permitted to open a either a new business or simply a new branch of an existing business in the Helladric Empire, which will be afforded all due legal protections. All prospective applicants are to be advised that companies owned in part or in whole by any government violate Helladria's conditions of operation and will be denied the right to operate in the country due to an anti-competitive advantage.

What type of company ownership structure should I use in Helladria?
First of all, regulation requires that for a foreign company to do business in the country, they must first establish a Helladric subsidiary and a subsidiary charter. The subsidiary can be of a variety of ownership structures but only those which carry limited liability are permitted for transnational operations. The following categories are officially recognized as legitimate company structures for transnational business in Helladria by the Helladric Department of Standards and Compliance:

Corporation (abbr. Inc or Corp): The most common ownership structure for large businesses. The defining property of corporations in Helladria is the public issuance of at least one class of stock that has voting rights. Corporations in Helladria may also issue stock to employees according to the predefined rules within the company charter. All corporations are characterized by public stock owners with proportional voting rights to voting shares owned, and who elect either a board of directors or directly elect a CEO or equivalent.

Public Limited Company (abbr. PLC): A form of ownership similar to a corporation in which shares are traded publicly. A PLC in Helladria is notably different from a corporation in that it might not have a board of directors or CEO, its governing system is different, or its voting shares are not issued publicly. A PLC is notable in that while all shareholders are recognized as owners according to the company charter, it is possible for a PLC to only have one voting owner.

Private Limited Company (abbr. Ltd): A private limited company in Helladria is an ownership structure identical to the public limited company, in which ownership is divided by shares but one or more of the characteristic that distinguish corporations from PLCs exist. The notable difference between a private and public limited company is whether any shares are authorized be traded publicly.

Limited Liability Partnership (abbr. LLP): A somewhat uncommon ownership structure for transnational businesses in Helladria, an LLP is characterized as either a general or limited partnership with limited liability protection.

Limited Liability Company (abbr. LLC): Another common ownership structure, an LLC in Helladria is characterized by a more flexible ownership structure which may or may not utilize issuance of shares. LLCs are the most versatile ownership structure in Helladria and have few restrictions on their internal governance. The limited liability company would be ideal for a subsidiary company intended to be wholly owned by the parent.

CHC): A client held cooperative in Helladria is an ownership structure in which purchasers of a firm's products have an equal share of voting ownership in the company, and collectively have a greater voting ownership stake than all other stock owning interests in the company. Client Held Cooperatives are uncommon, but can often be seen in specialist financial enterprises such as credit unions or the insurance industry.

Employee Cooperative (abbr. Coop): An employee cooperative in Helladria is an ownership structure in which the employees of a company hold voting ownership over the company and collectively have a greater voting ownership stake than all other stock owning interests in the company. An employee cooperative is permitted to distribute ownership in accordance with rules set forth in its charter, which will typically be based upon seniority and active working status. Employee Cooperatives are rarely utilized by transnationals moving into Helladria, unless the parent company is also a cooperative. Domestically, employee cooperatives are fairly popular in the manufacturing, construction, and agricultural industries. I've decided to make this my OoC box, where I can quickly introduce Helladria as I RP it to others who may not be familiar with it.

The Leadership
I play Helladria as a liberal constitutional monarchy. The emperor (allegedly the same emperor who established the Helladric Federation a millennium ago) left administration and politics, and now fritters away life resides in his palatial estate in Saleiyon. So with a bum of an emperor, the active leadership of the country falls to two heads of government: a President and Prime Minister, who, because of their overlapping authorities and competing interests, are often not on good terms.

The Culture
Helladria is an empire of four nations, dominated by the Helladrians, who are an educated, enterprising, cultured, and above all, arrogant bunch. If you've ever RPed with me and felt that your characters have been talked down to, then I'm doing it right. The truth is that individually Helladrians take pride in their accomplishments and values, and can be judgmental toward those who just don't seem to get it. Helladrians value being free to pursue their own ends and are content to allow others to do the same, so long as they don't interfere with their own freedoms. They are also highly egalitarian in a social sense, with a low tolerance for any significant power distance or hierarchy in their relationships. Perhaps most notably to foreigners, Helladrians lack any sense of gender and attempts by foreigners to communicate on this subject are often thwarted by a complete lack of terminology in the Helladrian language.

The World
The Helladric Empire is a country with a land area about the size of Argentina and a population about the size of Japan. While it is a bit on the large side in terms of real world countries, Helladria is realistically sized and I prefer to have it interact (particularly when it comes to war) with other nations that fall within the bounds of real world countries. In fact I have a graph that I may link here later.

The WA
I do have Helladria recognize the World Assembly as an entity; however WA publications such as their economic and population projections are the result of incompetence and propaganda. I mean what country has 5.042 billion people and grows at a linear rate of 6 million people a day? Obviously, the WA needs to reevaluate its growth estimates. Likewise what's this business about Helladria's GDP/capita being $12,000 a year? Apparently the WA is more concerned with pushing its agenda of corporatism and the public/private partnership than in gathering economic metrics for the nations it reviews.

The Religion
I didn't want to port in any real world religions, so I made my own. Helladria's chief religion is really better described as mysticism and/or theurgy. It has no deities, but does contain things (yes, that's a technical term) of significant power and influence. The aevatei and rahdewn are entities that bear some similarity to angels and demons in other religious or mystical contexts, though the concepts have developed independently. Scholars working in the humanities have generally adopted the theory that the aevatei represent human virtue, whereas the rahdewn rather than representing vice, represent human baseness. Helladrian mysticism purports that these beings can manipulate the observable world, and equally notably that people can interact with them through altered states of mind. Also as a rite of passage for young adults, a process of research and meditation culminates in ritual whereby the initiate gains the patronage of a specific aevati, or rarely a rahdew.

My one concern after reading your application is the size of your proposed chancery lot. The normal size limit is 200 square meters before a fee is imposed that increases exponentially with land area. My accountants tell me that with the chancery lot you propose, your fee would be more than 267 billion USD annually; no doubt a staggering sum to be spent on a simple embassy. It is not the intention of the Helladric Empire to be inhospitable to our guests; however, it is policy to charge the rate stated on the department website for all embassies to Helladria, with specific exception to nations with whom we share the closest of ties. Even then, the embassies will tend to be far smaller than 24,000 square meters. If I may propose a cost-saving alternative that might address the central issue; Kiravia is invited to establish a separate facility for housing its ambassadorial staff that can be placed near, though not contiguous with your nation's chancery lot. It will fall under the jurisdiction of the polis of Corsyd, and though extraterritoriality will not apply, it will be given the same respectful berth of any privately held property. I would appreciate if Kiravia could send a reply either reaffirming or modifying your stated intentions regarding the chancery lot size.
