We don't expect our allies to join us in every conflict... we may reach out to you in a time of need and ask you nicely to join us on occasion, but we won't put any pressure or obligation on you to do so. And if you don't want us to have a military presence in your nation, we don't need to... generally putting troops in a friendly nation is something we do only at their request anyway, though not all of our forces have left Dekerin Domains yet (these are leftovers from the War of Liberation, where New Olwe provided the Dekerins with military aid; we are still in the process of withdrawing our forces, and unless the Dekerins want us to keep a garrison or reserve unit there we plan to have them all out before the end of the week).

Our Foreign Ministry operates their own small counter-Intelligence Staff. Their primary responsibility is geared more towards security than actual intelligence gathering. They are tasked with setting up and maintaining the telecommunications systems at our embassies worldwide. Once a system is set-up at an embassy, they return to Grays Harbor, and the operation of the system then becomes the responsibility of the embassy staff themselves.

(in a way, its like the cable guys for secure systems for our embassies. they set it up, go home, and the staffers run it.)
