Early in our history, when we inherited this poor, decayed city and region, crime was rampant due to urban decay.
Thanks to our efforts in education reform, crime has dropped drastically, employment has gone up, literacy has gone up, and poverty has dropped drastically. Many nations could learn from our system, if they were willing to listen to us. Due to our small size, few will listen.
Generally, we have found the following to be true about gangs.
Crime Rate in Surrounding Nations X Poverty - Employment - Literacy = Crime Rate
*Generally, crime is worse in areas that have higher unemployment, lower literacy and higher poverty.
*Poverty is generally the largest factor.
*Areas with well lit, manicured parks, gardens and commons had lower crime rates.
*Increasing patrols did not lower crime rate as much as increasing education efforts.
*Oddly, if the street is cleaner of garbage, the crime rate was slightly less.
