Simple question really: how large could the navy of a nation my size be, with more funds than an air force or army?

Ehhhh.

I'd say, a few ships. Nothing big, nothing fancy. Most likely no more than a few fishing trawlers with guns on them.

I'd suggest making your own stuff and not going by the in-game tracker.

AS long as the frigate(s)are second or third hand ships from fifty years ago and the sub is one of those shitty N. Korean mini-subs. I'd say this is about right.

Don't. As far as I understand the technical limitations and problems are just not worth it for the small decrease in size that you get. And current carriers already carry as much aircraft as they can handle. Better to use that space for cargo and fuel.

I'm not looking to increase carrying capacity. I want to decrease launch time by having more than one runway.
