Maybe not that particular model, it appears to be optimized for helicopters, and I know others were made specifically for large aircraft like transports or passenger craft. However, a quick glance at Google tells me that the F-35 is supposed to received 360 protection DIRCM devices in production, so it appears the technology can be applied to fighters. Also, I looked in my factbook and found that I have one developed for fighters, but I can't recall what RL product I based it on. Tomorrow, when I'm on my laptop, I'll see if I can track it down and TG you...if I remember.

That Artillery Rifle thing i mentioned a while back

The Man Portable Ballistic Artillery Unit .75 (aka. "Deliverance") is a quite big anti-material rifle/light artillery gun.

The main feature of the Deliverance is the possibility to easily disassemble its parts. Disassembled it weights about 15kg and can be transported in a 100x50cm bag or case, allowing groups of two or three or even a lone sniper to transport it to points that wouldn't be accessible to larger squads or vehicles.

Also the Deliverance load warheads and propellants in separated compartments, allowing the shooter to choose different propellants and projectiles, including anti-armor ammo, explosive ammo, anti-infantry ammo and others.

Its immense caliber also means a big recoil, so the gun is equipped with hydraulic pumps to receive part of the recoil (like tank cannons), and a quad-pod that holds the gun in place like bigger artillery guns, transferring part of the recoil force to the ground.

How practical is it for my nation of 500,000 to operate the following? Would there be a more advisable/cost effective alternative?

(The VF-5, as could probably be guessed, is a domestic production model of the F-5)

I'd suggest a nationalized police force that operates lower-end APCs, a few helicopters, and a cutter or two.

For the air force stuff just to start off:
-Ditch the CL-84s they were mostly just for testing. Go with something like a C-23 Sherpa for a light STOL transport.
-Introducing a scout helicopter or two would be nice nut not necessarily needed. Same goes for a medium or heavy lift chopper.
- Also you'll probably want a larger transport then what you have.
-Operating a light attack jet or two like the A-37 wouldn't be a bad idea.

jets are right out and aircraft wise you are looking at about 2-6 light utility aircraft and helicopters

as a rough suggestion for a high end soltuion you could look at 3 AC-208 Combat Caravans (i.e. cessna caravans with imaging turrets and hellfires) a wee basic trainer or two and a couple of 412s/ EC135s

Low end you ditch the armed aircraft and operate a varied bunch of light twin prop ultility aircraft alognside a pair of helicopters.

20 gunboasts could be too much or two little, its probably too high if any of them are in the 200ft class but it could be fine if they are basically armed RHiBs.

OH damn I didn't see the troop level.
IN that case you'll probably want a few STOL transports like the C-23 I mentioned or go even smaller with a Twin Otter or An-2
For ground attack just strap some rockets or missiles to a small Cessna. You really can't operate much more then that.

With gunboats, they are all under the 50ft class and mostly meant for lake/river patrol.

Would the T-37 or the CT-114 fulfill the fixed-wing 'basic trainer' role, or should I be looking at a scaled down prop trainer?
