OFC as Allanea pointed out proper treatment would have changed the outcome, but so does proper treatment of any chemical casualty.
This isn't a fair comparison. Fentanyl was in this case deployed by pumping it into an enclosed room, where dozens of people were seated around a the ventilation pipe outlet.
It can't be compared to regular chemical weapon use in the open.
