Well, if you are lucky enough to have the electricity working when you are attempting to use the computer(and, for that matter, you are lucky enough to get the money to buy a computer), there are firewalls on most sites that aren't censored or run by communist/jucheist/socialist governments. Proxy servers tend to ban morally offensive sites as well as subversive sites promoting things like demoracy and liberty and capitalism. In fact, there is a very very very long list of banned websites. The government monitors e-mail. It has also created government news sites, search engines, video-sharing sites, social media sites, and forums, all strictly monitored. Anyone caught producing computer viruses or hacking into websites or accounts is imprisoned if not executed. Laptops and cell phones with internet capabilites are so rare that wi-fi is not used. Spammers are imprisoned or executed. 87% of sites are run by the government; the remaining websites are run by people, are carefully monitored, and have heavy government slant so they won't get added to "The List". Due to the heavy bias of Gwonjyoan sites, most are not viewed outside Gwonjyo. The internet is free however, which is enough to appease most citizens.
