By law, no state of the Republics may owe debt to any other except in times of war or emergency, thus all Republics operate on a strict budget surplus, if the surplus gets too high, the saved money usually ends up being spent on some grand pageantry or public works, or otherwise given back in the form of one time tax refunds.
