Each Noble family is independent of the nation and makes its own budget and has its own incomes.The Major families are experiencing a surplus with the exception of the Icetold family (which is at war with nomadic tribes in the west.)

The Front Range is constitutionally prohibited from deficit spending unless a state of emergency is declared (the last one, the Pan-Laurasian War, ended in 1940 although the debts weren't entirely paid off for some time afterward). Accordingly, we run just above the break even point.

If you are referring to trade surplus/deficit it's a little different matter.

Aphryss is legally forbidden to borrow money to pay for government expenditure; everything has to be paid for with money the government actually has. This has been the case since the Regency Council coup four hundred years ago - one of the issues underlying the coup was the royal family's outstanding debts.

We have a huge trade surplus. The Government is prohibited from Deficit spending (or, indeed, spending like crazy as a whole) unless it's absolutely necessary.

Our budget is balanced.

If we don't have enough money, we go raid some primitive planet and that evens it up. If there would be a surplus, Megatron yanks the extra into his vaults.
