Symphonia is a semi-open society. The Roman Catholic Church, the Kiramashi Dynasty, and the Upper Aristocracy remain above the rest of society, though they do keep tabs on the populace and from time to time walk out and mingle amongst the commoners. They are protected by security forces, so physical contact is variable.

The Lower Aristocracy, government officals, and wealthy are open to much of society and often can be seen with the common man, right down to the homeless.

We are very open. The King never travels with security or bodyguards. The only time security has been needed in Astrolinium was a state dinner for the leaders of The South, due to suspicions that the leader of 7185514 was going to attempt to set off a bomb. Instead he shot people.
In fact, one could say the only consistent companion of the King is his boyfriend, and neither of them are exactly trained as security.

In 1972, then-Supreme Chairman Vladislav Radulescu took part in a small gathering in Sighisoara that quickly turned into a city-wide festival and celebration, lasting eleven days and including the largest orgy in history, a feast that managed to reduce the city's food supply to nearly nothing, and drinking that resulted in more alcohol-related crimes than in any other part of Rustonian history, as well as completely draining the city's supply of alcohol and recreational drugs.

Terra Mariana is a somewhat closed society. Even though Marians love their Emperor, he still makes only rare public appearances under heavy security, mainly out of fear of assassination attempts by outsider spies. Terra Mariana's National Socialist ways are unpopular with many in the outside world, especially the Zionist-backed Western puppet regimes, so our honourable leader and his associates have a reason to fear for their lives.

Transparency, open government, and purity are mandated in the Constitution. One screwup and you're thrown out of office. Sex scandal? GONE. Bribery? GONE. Tax cheat? GONE. Name anything immoral, and you're GONE. Government officials are held to the HIGHEST state of morality.

Now, as for travelling, that USED to be the norm. Then the bombings happened and all of our heads of state were killed. The heads of state still go out and mingle in the public, but now they're accompanied both by their usual bodyguards and untold scores of plainclothes police mixed everywhere and anywhere in the crowd. There are even cup bearers now.

Lowly bureaucrat-judges and such, though, are just like ordinary citizens, except they are in black robes with pectoral crosses. You can always reconigze a government employee by the way they dress. Every office in government has something to distinguish them. For some, it's as simple as a sash. Others have an entire intricate costume. It's been proven to boost morale in everyone and it makes it easy to spot.

As for business-creatures, yes. They mingle with the unwashed Masses as if they WERE one. Oil tycoons and farmers often befriend each other, and the nation's deep religious heritage ensures a surprising humility and modesty that penetrates all of society. However, you can tell a rich man from a poor man simply by the way they dress. The nation's all-time wealthiest creatures wear sashes, but anyone with money is going to be in a three-piece suit.

Like I said, purity is sacred.

Open enough. Government officials are only protected by one, maybe two guards at the most when they go out in public. Mostly, it's no guards, but if it's something official, well, obviously we need a little something for appearance's sake.

We are, probably because of government spending cuts. This means that some ministers ride their bikes to work, or take the Transit system. The HM President is allowed to drive his own car, instead of being driven, like the POTUS.
Of course, they have their own small security personnel who are pretty obviously dressed (The 1st Presidential Guards insisted.) However, in the aftermath of the Cold War, there has been virtually zero attacks. Probably because the ministers are more motivated to do their job well.

cameroi is probably about as open a society as it's possible to get, as anyone can wake up the next morning after the kind of elections we have, to find that they have been.
and because no power is invested individuals, only in the consensus of the councils and committees they serve on, there are no career politicians, and low persons, as they are honorably called, are no different then anybody else. because they ARE anybody else and anybody else is them.
