Tactota protects the civil liberties of everyone within its borders. If one wishes to leave our nation, they are free to do so at any time and for any reason, and likewise are welcome to return at any time if they so desire. In order to continue the development of our society, the state will submit an inquiry as to why the person is leaving, which they may fill out voluntarily; the information they provide will contribute to building a better world for all citizens.

Of course they are. Whoever wants to leave may do so at his peril... we have a reputation of breeding violence and vigilantism though. The vorondas are seen as barbarians who breed guerilla movements, bent on destroying capitalism, religion, and as a certain guy would say: "THEY HATE US FOR OUR FREEDOM!!!!11" ( if there ever was a sentence where you could actually hear the exclamation-marks becoming ones...)

Of course Lyranians may leave anytime they wish, for as long as they wish. Actually leaving can be slightly challenging though, since we are the only inhabited planet in our system. But if you manage to get a berth on an outbound starship, we won't stop you.

Soldiers in Military Zone are forbidden from leaving. Civilian Zone citizens are allowed to leave anytime. Industrial Zone's citizen are also allowed to leave, but most choose to stay.

In Beringovia the right to emigrate and to move freely is considered a fundamental human right, which according to our Constitution may only be restricted as punishment for a crime, to prevent the flight of someone who has been charged with a crime, or if necessary as a quaranten measure to prevent the spread of infectious diseases (with modern medical technology, the last exception very rarely applies.)

There are no restrictions on returning to Beringovia after living abroad, assumeing one hasn't renounced one's citizenship (in that case one would be treated exactly like any other foreign national who wishes to immigrate.) In fact young Beringovians are actually encouraged to study and/or work abroad for a time, as this is thought to produce well-rounded citizens and contribute to a broadening of the marketplace of ideas.

The only people allowed to leave the Holy Empire of Herbert Moon are those serving in the Holy Armed Forces of Herbert Moon being deployed to another country in the name of the mighty Herbert Moon. We do not understand why someone would wish to abandon the teachings of the mighty Herbert Moon. Civilians and workers are free to come and go as they please and some of this movement is essential for control of the nations trade (such as sending ambassadors and the like with shipments of raw resources to organise return cargo and/or passengers that wish to travel). In the past many fled from the nation due to the unstable pollitical nature of the region but now with the situation calmed down, people overseas are being encouraged to emigrate to Sieran to boost the small population and to serve in the many resource mines in the more barren areas of the nation above the arctic circle.
