Police officers & military recruits & criminals cannot leave the country. Others can, but they need a lot of paperwork.

There is nothing that prevents people from coming or going. We maintain a "love it or leave it" immigration policy, and don't even bother to keep track of who's entering or leaving.

Travel to and from Aurora is rather common so yes, we allow people to come and go as they wish.
(Mind you, travel is a bit different and whatnot with interstellar travel.)

People can leave the country to go to any other nation(apart from nations our government sees as dangerous, with the exception of if the person is from there orginally), for any amount of time, but they are a citizen of West Cork and Kerry for life, and can come back and forth as they please.

A person who is under arrest but on bail may not attempt to leave the country. Some people may also be subject to court orders which require them to remain in the country. People can and have been stopped at the border before leaving Makaar and questioned about their intentions abroad; those with criminal intent can be arrested to prevent them from leaving.

Other than that, everyone inside Makaar is free to leave whenever they please.

Correct. If they wish to return afterwards, they must go through the immigration process.
