As we are an island anyone is allowed to leave, but people are going to have to figure out how to get out, with the nearest nation 5,000 miles away on their "only-what-you-need" minimum wage.

A free market system must allow free movement of resources, capital, and labor so yes.

Not many people leave here though

They can travel to allied states after much, much paperwork, authorization from pretty high up in the bureaucracy, strict monitoring, escort, etc.

unless during times of emergency or war, anyone is allowed to leave at any time, so long as they have passed the mental assessment to prove that they are capable of basic personal decision-making, or are not currently serving penalties.
the only exception is recently annexed peoples. they've had a tendency in the past to run out to other nations to request liberation of their homeland, and occasionally have even gotten support. while having never been effective, this has caused annoyance in the past, and is generally something we try to prevent.
