If they attempt to counter-march against political rivals, then city law enforcement will be called out, along with the local Reserves, and possibly Army regulars to stop them before things get out of hand. They will try to keep both groups physically apart as much as is possible. In many cases the area Resident Militia does this before the authorities begin to arrive.
