The tech level of the continent of Ura is 1900, though magic is commonly used.

Adina- A country with influences of France and Britain, this primarily human country is a feudal country with Lords, Ladies, Kings, Queens and Dukes. It is ruled by conservative king and warrior Alan Blackan, rumored to be a half-elf. Adina is mortal enemies with Jeran, the elven country neighboring it, and the two are currently in war.

Jeran - A mostly Elven nation. It is a militaristic theocracy, with the military functioning as a religious body, law enforcement AND national defense organization, locked in combat with Andin, and the war has no end in sight.

Dude. It's steampunk. I spent a year breaking an RP using insane combinations of technology and magic.

Give me a few days and I can make you a logical hoverbike, once we figure out the mechanics of how magic works in here.

In which case, I'd say that all of the handbooks (essentials and the new line) are allowed, no dragon magazine etc. stuff.

Items etc. are, of course, exempt, because we've removed pretty much all the mechanics in which items would matter. Logic prevails over the dice roll.

If you're using magic, then it is very easy to figure out an alternative to a petrol tank. Some sort of heat magic etc. An ever-burning torch, which gives off light energy permanently, can be used basically to heat a blackened orb (because when light energy is absorbed by a surface, it becomes heat energy) that can heat any sort of liquid and basically take the place of an ignition spark.

You can use alcohol (ethanol magic engines ?!?) as fuel. Use some sort of airy magic thing to keep the engine flowing quickly.

I believe there was an ever-lasting keg of beer in the rules somewhere...

Should we go with 3.5 or 4? We're basically just using logic over mechanics, so the point of using 3.5 vs 4 becomes moot. Besides, more people like 3.5 than 4.

If the point becomes moot, we could in theory allow anything from any edition. Even compatible games...

Because the mechanics just die after the characters are created.

How do we deal with level ups? Stick with the thirty steps in 4e? Or just do the logical curve?

I'm not a fan of the ever-lasting keg...it would be substantially more believable to have a portal fueled by a 'magic battery' of sorts that CAN run out, a portal leading to large mass-manufacturing facilities for ethanol. Ethanol is siphoned through the portal into the tank.

A weak-point in the entire infrastructure of pretty much any industrial nation.

Good grounds for building facilities and farming hops etc. would be prime territory. Be awkward if someone found some in unclaimed land, or between two nations or states...

Magic batteries being expensive (justifying the rarity of such vehicles, and therefore the commonplace use of horses and OOC control of Cool-osity) and produced by only high-level Artificers, Wizards, etc. Recharges are held by even larger batteries brought in from a few fortresses owned by such mages and stored in large cities.

I suggest we also have a small island in the ocean that is controlled by xenophobic aliens who crash-landed on Earth in their spaceship. They don't interact with the main races, have advanced tech, and shoot anyone coming near the island.

That's one of the zanier ideas I've heard in a while...

Not as Fantasy as I'd like. What about an island of sentient undead, who are strongly opposed and zenophobic towards outsiders, suspecting them of either carrying disease (other undead) or being crusaders against undeath (the living), and whose undeath allows them to utilize magic and technology far more efficiently (magic zombie cyborgs).

The components of a General Use Automotor

Battery Pack

The battery pack is comprised of six parts. It is where the magical energy input to the system occurs, and ends with the Permanent Portal-based Fuel Injection System.

The sheath, in which all of the other components are stored, made of a highly magic-resistant cloth covering a very thin layer metal enchanted for magical resistance. These enchantments, while making for exemplary anti-magic armor, are extremely volatile and expensive, only made by rare few mages and usually bonded into the materials. To tailor these into clothing would be more effort than worth it, and such valuable and important substances are zealously guarded by capitalist scum who transcend petty political rivalries - to let any of it fall into military hands would be to lose the support of one or more customers. In addition, the enchantments are very specific - they are of the same type as the enchanted liquid within the battery - they work by the principle that you cannot put a portal into a portal, by taking as much space as possible, they block any other enchantment magic, including that of the battery.

The filter-end is at the front of the battery. When active with a small spark of magic (usually provided simply by jump-starting the battery with an application of heat, such as a spark from two rocks being contacted to the unstable liquid - the mechanism is now known as an ignition source and can be activated with a turn of a knob by the driver), the filter starts to suck the liquid in the battery, letting magic pass and absorbing the acid. The filter end is made, usually, of extremely fine pieces of the same metal used in the sheath, usually recycled pieces in which the enchantments have worn out.

The residuum-acid is an acidic combination of waste residuum from the lens production process, melted filter ends and poisons from various creatures, including that of young dragons, often hand-raised by mages and milked often for the venom, less poisonous than unstable, flammable and explosive. It is highly dangerous - a battery with enough residuum acid or a well-used filter end can explode or burn suddenly if left in enough heat or near extremely heavy amounts of non-enchantment magic. However, teleporting a battery like this is not as dangerous, due to the sheath.

The most important of the many parts of the battery pack, and most expensive, is the lens. There are many types, but in recent years, the best and most efficient (and most proliferated) is the expensive (usually sold for far more than production price) seeded residual diamond orbed-focus lens. Forged in pressure chambers, residuum is added, residuum being the product of certain rituals cast on magical items, to filtered, clean sand, and crushed pieces of the highly expensive astral diamonds. The powder that usually is created is at extremely high heat due to magical forging, and is liquid, easily flowing. The liquid is quickly poured in drips and drops into molten glass at a lower temperature, launching simple magic missiles at the flow to break up the liquid's cooling drops further as they fall. The mixture is then left to cool as the glass hardens with the still warm, hardening powder in it, but before the glass cools completely, the mixture is reheated in a pressure chamber and the molten liquid, taken far beyond to the melting point almost of astral diamonds is poured into molds coated with residuum and molded as would be a magic orb.

Used in tandem with the lens is the Built-in Wand-based Lens Implement. While the lens is cooling, a very small stick, similar to a wand, is placed as close to the middle as possible. The improvement from moving the wand closer to the middle is an inversely-related parabola. The closer you are to the middle, the closer you need to get to the middle for similar improvement in results. As such, there is a small amount of leeway that is allowed. The Lens Implement is used to siphon magic from the filter into the lens, which acts to create the Portal.
