Ceremonies in your parliaments

What cermonies do you hold in your Parliaments during a Parliamentary Term (i.e. State Opening, Prorogation)? How are they celebrated (what does each House do), are there any old traditions, like in the UK where the House of Commons has to drag its Speaker-elect to the Chair or where it is summoned to the Lords by the Gentleman Usher of Black Rod during Prorogation (the shutting down of Parliament before a General Election)? are there any ceremonies during the granting of Assent to Bills

For us, we have three ceremonies.

1. State Opening
This happens after the General Election, and after each Summer Recess. It happens in mid-september, and it involves the King going to the Houses of the National Assembly to Open the term. the Opening can also be done by Elector's Commission The Popular Council (the lower house) traditionally sits in their Chamber waiting to be summoned. Meanwhile, in the Council of Electors (the upper house), where the King takes the throne and issues the following instruction:
Send the Gentleman of the Houses to inform Our People's Council that We are desirous of their presence in our Learned Council of Electors
The Gentleman then proceeds to the lower house and gives the instruction, saying:
My Honourable Members of this House. His Majesty has issued a request for your presence before him and his Council of Electors in their Chamber.
To which the speaker replies: We reject His Majesty's request and shall not accede. (to symbolise the Popular Council's semi-independance from the Monarchy)
The Gentleman of the House then goes to the Speaker and drags him out of his chair and says: His Majesty demands by Prerogative your Presence
the Speaker assents, by saying: We do acquiesce to his Majesty's requests. We shall come directly

Once in the upper house, His Majesty then says: Honourable Members of our Councils. I welcome you to Our Assembly. I am sure that you will act faithfully to me, the People and the Nation. I now declare this Assembly open
If the opening is done by Commission, then the Commissioners start by saying:
His Majesty, not finding this time convenient for His attendance, has issued Papers of Commission, and thus has called upon Us to execute His duties. The procedure then continues, but the Commissioners open the session by saying "His Majesty Welcomes Us to His Assembly, and hopes that we will act faithfully to Him, the People and the Nation. In his name, therefore, we declare this session open.

In prorogation - normally undertaken in Commission, the Leader of the House states:
Honourable Fellow Electors, His Majesty has called a General Election, as is is right. However, he does not consider this a convenient time for his Attendance. We therefore form a Commission of Electors in his name.
The Speaker of the Popular Council is summoned as described above. the Letters Patent for the prorogation are then read, which normally state:
In the Name of His Majesty, by and with our Authority, we do proroge this Assembly. We now therefore ask the Speaker of the People to present us with any Bills to be enacted (the Speaker gives the Clerk the Bills), and we also ask the Noble Speaker of the Electors the same (Bills from the Speaker of the House of Electors). Each Bill is then read and the Commissiners state, "to this act, in the name of his Majesty, we grant assent". for finance Bills, they state: His Majesty is grateful for the funds, and thanks His Noble Subjects for their benevolence in issuing funds for the Royal usage.
Once the Bills are completed, the Commissioners declare: We declare this Assembly proroged. Begone to whence you came. His Majesty shall call a new Assembly in due course.

The Vermont General Assembly is traditionally sworn in on January 3 of the respective year after their election in December or November, as prescribed by the Vermont Elections Administration.

Title 2 of the Vermont Legal Code wrote:The General Assembly shall be officially sworn in on the 3rd of January of the respective time after the elections, pursuant to the regulations prescribed earlier regarding the terms of legislators of the assembly. The oath of office shall be administered by the Chief Justice or any sitting Justice of the Supreme Court towards the Majority and Minority Leaders, and the Majority Leader shall administer the oath to all the legislators in assembly or individually, and may additionally choose to open ceremonial individual ceremonies at the discretion of the Majority Leader.

The oath shall be that which is established in the articles of the Constitution of the Vermont Republic.


Additionally, the President of Vermont is greeted from the Chair's entrance to the assembly chambers, wherein by tradition the Majority and Minority Leaders will sit behind and above the President in center, the Majority Leader on the right and the Minority Leader on the left. The first row of seats in the assembly relative to the Presiding Officer shall be reserved as follows: Towards the leftmost, any honorary guests, the center, the President's Vice President and other advisors, and the right, the Justices of the Supreme Court.

State Opening: This is when the President opens the Parliament for the year, usually after each summer recess. The President, accompanied by the Speaker of the Chamber and the Minister of State, sit in the center at the head of the chamber with the Speaker to the left and the Minister on the right. New members of Parliament are sworn in by the President. The national anthem is then sung, followed by a prayer to Saint Helene, the Patron Saint of the Republic. After which, the President then presides over the first debate of the new term.
