    The Duchy of Tosmaldevo is a constitutional monarchy located in north-western Maredoratica, known for its highly successful manufacturing economy and abundance of political and civil liberties.

    The Duchy is proud to announce the reinstatement of its Consulate-Embassy Programme and invites all states to apply for consulates and embassies to represent them directly to His Highness' Government.

Regulations of the Consulate-Embassy Programme

Article I. - On diplomatic rights
vi.) Diplomatic personnel employed by external state entities in their respective diplomatic missions to the Duchy of Tosmaldevo are subject to potential persecution for violations of Tosvanne civil law, though may not be sentenced by Tosvanne authorities - in the event of personnel being found 'guilty' of a crime, he/she shall be deported promptly to his/her country of citizenship.
vii.) Tosvanne subjects employed by external state entities in their respective diplomatic missions to the Duchy of Tosmaldevo must have no history of criminal activity.
viii.) Undeclared or 'illegal' immigrants unknowingly employed by diplomatic missions are subject to Tosvanne immigration law and thus may be deported to their country of citizenship or birth if determined to be undeclared - if their country of citizenship or birth cannot be determined, they shall be imprisoned for a maximum of fifty (50) years for violations of Tosvanne immigration law. If a diplomatic mission is discovered to have knowingly employed an undeclared immigrant, the respective mission shall be removed and all foreign citizens deported to their country of residence. Slaves, as defined by His Highness' Government, are understood to be undeclared immigrants under Tosvanne immigration law.
viiii.) Diplomatic missions to the Duchy of Tosmaldevo may be removed at any time for no given reason by Tosvanne authorities.

Article II. - On mission rights
vi.) Territory occupied by diplomatic missions shall be understood to be in a status of co-sovereignty between the Duchy of Tosmaldevo and the respective state said mission represents. The Duchy of Tosmaldevo shall be granted legal precedence; that is, in the event of Tosvanne and said state's law contradicting one another, Tosvanne law shall be understood to be sovereign.
vii.) Any external property owned by mission personnel is understood to be directly and solely owned by the Duchy of Tosmaldevo and its respective authorities.

Article III. - On limitations set on diplomatic missions
vi.) Diplomatic missions are limited to a maximum of seventy-five (75) 'Diplomatic' personnel, ten (10) 'Armed' personnel and fifteen (15) 'Support' personnel. Any inquiries as to a definition of these personnel should be directed to His Highness' Government.
vii.) A diplomatic mission may only store weaponry classified as 'handguns' and non-lethal weaponry. All weaponry must be registered with the Tosvanne Firearms Regulatory Authority (tFRA). For handguns, a number of bullets corresponding to one (1) magazine per item is the permitted maximum. Weaponry includes armed vehicles, aeronautical and naval equipment. A maximum limit of ten (10) items of weaponry is permitted. Tosvanne law enforcement authorities will assist in the protection of the mission and its personnel, and any 'Armed' personnel employed by the mission are subordinated to the Tosvanne authorities assigned to the mission.
viii.) A diplomatic mission is limited to one (1) aircraft and one (1) ship. Any weaponry permanently stored on either aircraft or ships owned by diplomatic missions must be declared and may be seized at any time by tFRA or other Tosvanne governmental authorities without any notice or declaration. Tosvanne governmental authorities will have no involvement in the arrangement of contracts with private-sector companies to store aircraft or ships and will not pay any charges set by companies on behalf of the mission.
