Prime Minister is just a rubber stamp. In varies from communities to communites and from regions, Generally speaking,The real power lies in Direct Democracy, Proportional Representation or Worker's Committees. Each Community has her own Direct democratic process and worker's committees to discuss problems- they are elected by the people and directly accountable, they serve 2 years term and on voluntary basis. Often, the decisions are made in the form of compromises or agreement.

Yes. The Congress can call forth the Chancellors, or any other government official, citizen, etc., to testify, and bring them in by force, if neccesary. This is rare, though, because that normally happens in a corruption case, like in sex scandals or in brutal violations of the law.

However, a non-compulsary version of the exact same thing can be used to gather data and advice on crafting a new law or policy.

UASCS has a system of open source governance where citizens submit questions to an independent service(such as an private internet channel) to rank the highest rated questions for the Chairman of the Communist Party of each member nations. He will answer the top 15 questions in a national live broadcast and the next 100 questions will be answered by his spokesperson.
Using internet technology, UASCS has made democracy more effective and representative.
A future version version of Union of Japan, China and Korea mixed with meritocracy of Singapore, Socialist Law of USSR, technology of Japan.

When the King summons Parliament, often he sits with Parliament to hear their grievances and respond to issues that they bring before him. Often the King must agree to address some or all of Parliament's grievances before Parliament agrees to new taxes or laws.

every day there's a 1 hour segment on Television where the Autarch and senators debate on the issues of the country. often it's around 12:00 midday

Parliament, being a single-party rubber stamp, has no need for questions. However, Party delegates may ask the Politburo questions at every Party meeting. Individual citizens may also send questions, comments or complaints to their local government office, where they will be forwarded to the relevant Ministry, Party office, or even the Politburo if they are lucky enough.
