Prime Minister's Questions (or similar) in your nation

Postby Bengalai » Wed Jul 13, 2011 12:09 pm

Does your nation have a system of Prime Minister's Questions (where the ruling Prime Minister/President/whatever you call your leader has to answer questions posed by members of your national legislature.

In our nation, the Chamber of National Councillors gets the right to ask questions for 30 minutes per week on a Wednesday. This is only a "rubber-stamp" measure, as the President doesn't normally keep any promises he makes. The Questions have to be first written out and provided to the President of the Chamber, who will then sort the Questions into the Order for the Day. Only persons mentioned on the Business Papers in a specified order will be permitted to ask the question

What about in your nation???

Question Time is aired on TV in Ahi Maunga at 2 PM on Wednesdays. The questions are for any minister of government including the Prime Minister. If they are directed towards an specific minister they must be in his/her area of expertise (don't ask the minister of finance about the stat of agriculture), and lasts between an hour to two, though it remains on TV until all questions have been answered.

PMQ is aired on Thursday afternoons here in H-Alba. It is aired for an hour, and afterwards MQ (Ministers questions) is aired for thirty minutes. This allows people to ask the government what they plan on doing.

(OOC: Prime Minister's Questions actually is UK specific, outside of the UK it is known as Question Time)

Kingly Moments is a live television program airing at the 9:00 p.m. timeslot on Beldonian Boradcasting Channel. The king gives a speech lasting about ten minutes, which is followed by fifty minutes of free question time. The questions may be directed at the king, the prime minister or any cabinet member.

Yes we do. The Prime Minister comes before the National Assembly every Wednesday at 11:00am to answer questions from MPs for half an hour. It's a useful way of keeping the Prime Minister on the ball - but it also makes the job particularly stressful. It is broadcast live on FTV Parliament One.

The President (our system is semi-presidential) has occassionally held Question Time sessions with the Senate, such as at the time when Gordon Walker decided to intervene in the Borogravian War, and during the Alvinas War in 1984. These were broadcast live on FTV Parliament Two.

Each party leader gets to ask the Prime Minister two questions. This is followed by random questions from the backbenchers. These questions are normally written out in paper beforehand and placed in a jar on the Speaker's desk, with the name of the MP who wants to ask it. The Speaker then picks a random slip out of the jar and asks the MP to stand up and say their question.

No, the President is not compelled to answer questions before the Vermont General Assembly unless he is subpoenaed to testify. The only official time when the President is involved in official matters and assemblies of the Vermont General Assembly is, if he so chooses, the State of the Republic speech or any other times the President gets permission from the Majority Leader to speak before the assembly.

The President has been known, however, to take part in online as well as personal town halls, as well as in direct addresses to the Vermontian people, which are an alternative audience for the State of the Republic speech, with the requirement a written copy be sent to the Assembly.

It's also worthy to note the President has no connection nor enacted official powers over the Legislature at all, as Chief Executive.

Prime Ministers Questions are aired every Friday at 6:00 PM on TV.

Questions are submitted to the Speaker of the House who then decides on 20 questions to be asked by an equal amount of MP's from all parties. Then, he calls on them to ask their question.

No, the King isn't compelled to answer questions from the National Assembly. He is, however, a guest on the TBC News program Talking Points every Wednesday and Thursday in which he fields questions from audience members, callers, E-mailers, and tweets for an hour.

No such thing on the national level as there is no one to ask those questions to. However, practically all communities have such things. Not as some sort of arbitrary set-up system, but simply because if the community has a leader, he/she/it also lives in it and is easily accessed and seen in daily activities.

The President has to attend full meetings of General Council (held once or twice a month, generally), part of which is a two hour period where councillors are able to put their questions to the President, who is required to answer them. Due to General Council consisting of only 15 members at present, he is required to provide some fairly in depth answers. All such sessions are shown on all public screens throughout Forthaven live as they occur.

To add, the President often appears on several news shows, whether in person or via video conference, where he responds to questions from the people or debates issues in a round table, which is likely the closest thing to this in Vermont.

Our Prime Minister does not answer questions from MP's themselves whilst in Parliament. However, he does appear on the current affair's show La Nation Aujord'hui, where he fields questions from political commentators and journalists. The President does a similar thing as well.

In Hawaii

Postby The Sovereign Hawaiian Islands » Thu Jul 14, 2011 12:21 am

In Hawaii, it is called the Executive Reply. The Executive Reply is held in the chambers of the House of Representatives. The members of the House of Representatives, and on rare joint sessions, the Senate, are given the opportunity to ask questions to the President (or the senior member of the President's party in the House upon the President's absence). The senior member of the largest opposing party has the opportunity to ask up to ten questions and is given priority to go first. The President must answer all questions in whatever way he or she should choose, but, must do so within the provisions of House rules. Members are not allowed to yell, or personally attack the President. The same rules applies to the President towards members of the House. Executive Reply lasts no longer than thirty minutes. The President may request an extension of no more than an additional thirty minutes to allow more questions. Executive Reply is aired LIVE every Wednesday at 9:00 a.m. on OLELO, the government broadcast network, and on CBS-Hawaii (KGMB).

Currently, the President is Adam G. Makahanaloa. In his absence, the Leader of the Opposition - Rep. Catherine DeSa (Rep.) answers all questions from members of the Majority. The Leader of the House Alex D. Harris (Dem.) goes first and asks up to ten questions.

We have Prime Minister's Questions at 12pm every Wednesday when Parliament is in session (if she's unavailable, the Deputy PM usually fills in for her). Questions have to be submitted by 6pm the day before and are chosen by the Speaker of the House. If it's a question about a particular field (e.g. education), then it's delegated to the relevant person.
Please note: Central Lothian is the direct successor to Mid Lothian*. As a result, I am still called Rebecca, I am still a Grammar Nazi and most information pertaining to ML also applies to CL (although I will be taking this time to change a few things).

* - And I may refer to the country as Mid Lothian. If I do, assume that I mean Central Lothian. (And not to be confused with "Midlothian" - I'm using that as a fascist version of CL.)

Questions to the General Chairman

Postby Genyria » Sun Jul 17, 2011 1:22 pm

A half-hour session of Questions to the General Chairman in the House of Commons occurs on Monday before the commencement of parliamentary business. On every other day, the General Chairman attends what technically amounts to another session of QGC, but consists of only one question. Here is a sample of his response to that question, taken from the Offical Report.

The Official Report, 15 July 2011 wrote:Question to the General Chairman.
The General Chairman was asked:—

Mr. Edmund Fairbourne (Auchterblen): 50241. To give a statement on his business, responsibilities and duties to-day, both in and beyond this House.

Mr. Alexander Sergeant (Chairman of the General Council): Mister Speaker, to-day I will meet with ministerial colleagues and representatives of relevant groups to discuss the future of my Government's policy concerning safety in rail transport. After lunch, I will have other such meetings with colleagues and others on other matters.

Besides the specific question and answer segments of news conferences and other prime ministerial addresses, Parliament holds a Question Time for 30 minutes each day in the National Assembly, where questions may be posed by any Member of the Assembly to any Minister in the Royal Council (including the Prime Minister, who, due to our parliamentary form of government, sits in the National Assembly), or, less commonly, to any other Assemblyman. This period usually begins with a question from the Leader of the Opposition, currently Dr. Alexandre Descartes of the Liberal Democratic Alliance. Members must talk one at a time, with each question being a maximum of 30 seconds long, and answers given up to one minute. These rules are regulated quite strictly by the President of the National Assembly. Questions may be asked or answered in either English, French or Italian, and all three are used almost equally within Parliament.

For the most part the King does not engage with Parliament, and is not required to participate in any question and answer sessions he has not already previously agreed to.

Every Friday, at 8pm, the Prime Minister addresses the Prince's Council and the House of the People. He or she discusses the business of the previous week. He or she then takes questions, which have been written up by Members of the House and handed to the Princes of the Prince's Council. The Princes then pick 2 questions from Members of the House from their City-State and read them to the Prime Minister, who can choose weather or not to answer that question. The address lasts for exactly one hour and the current Prime Minister has been known to stop the moment the hour clock is up.
