In order to help revitalize the downtown areas of the capital of New Clearwater, and create thousands of jobs for a growing population, The Eco-Socialist Federation of The Floridian Coast has decided to give an open invitation to all nations who would wish for an embassy to be built in the capital district. All embassies will be built upon the newly restored West 3rd Avenue, from West to East in order of approval. The following application form is available to all. A subsequent application is available to allies and potential allies (see below). Those who do not qualify or do not wish to partake in the second part may ignore said form.

Security accommodations are lenient, though applicants should keep in mind certain types of arms will not be allowed outside of the embassy except to leave the nation altogether, and automatic weaponry such as mounted guns are banned completely. Homeland Defense and Lightning Force ensure full safety of all. Walls, gates, and alarm system shall be left up to individual preference. Further, any criminal activity exclusively inside the embassy and/or not regarding Floridian citizens may be dealt with by the nation's own laws and customs, but must still be reported to Homeland Defense.

Student exchanges would exist within our public school system. The Floridian public school system has mandatory education from age 5 through age 18 (though the state controls and funds pre-schools and universities as well). The school system is secular, where religion is treated as part of understanding cultures, and taught accordingly at higher grade levels. Primary education focuses on installing basic skills such as reading and writing, and because of that, the Floridian Coast has a 99.98% literacy rate among the non-disabled adult population.

Primary Education involves at least one year of mandatory pre-K, and then kindergarten through 4th grade. Students must have sufficient literacy to graduate, as well as meet numerous other requirements in mathematics, science, and social studies. Grading is not strictly determined by age at this level, but by skill level. Hence grades may be skipped or repeated based on the student's knowledge, and while the age groups of any grade fall in less than a 2 year difference, birth year does not strictly determine grade as we make sure every student actually learns and is not pushed through the system. Student exchanges generally do not exist at this level as the students are too young to fully appreciate and make the most of the experience.

Secondary Education (middle school) takes place in grades 5 through 9. While writing skills, grammar, mathematics, and general knowledge are still improved upon, the curriculum shifts from memorization to an education in teaching critical thinking skills and self-expression. Further, at this stage of education, students learn in depth Sociology, Geography, Language, and Cultural Studies to adapt them for understanding and participating in the entire world around them, not just the nation.

Tertiary Education (high school) takes place in grades 10 - 12. Students who test to prove they have learned all necessary skills now generally have the freedom to take mostly electives, and many learn specialty skills. Anything from journalism to engineering to philosophy to cooking to programming can be chosen by a student and learned. 10th grade allows the most freedom for experimentation, by 11th and 12th grade, most students have found the direction they will take to the workforce or to university. At age 16 onwards, Floridian students are allowed to spend one semester (4 months) in short term military training. This is open to foreigners though not very common for them to join. (Joining does not oblige them to any sort of contract, it is more like a JROTC program, and they would not be put in any sort of military action) This however is not mandatory, though about 20% of Floridian students participate. At age 18, students graduate tertiary school, although those who have skipped grades on merit may graduate sooner. 80% of graduates will spend at least one year in university before or simultaneous to entering the workforce.

University is much like the standard university system of the rest of the world, in which adult students choose majors and may earn 2, 4, 6, or 8 year degrees. (Note, a Floridian graduate of high school who specialized in a field is considered on par with the average person in the world who earned a 2 year college degree). These are state-funded for students as well.
