Law Enforcement in the Eagleland - WIP

Postby The Eagleland » Thu Jul 07, 2011 9:32 am

Policing in the Eagleland is achieved by 2 seperate police agencies. The Eagleland Police (Αετχωρική Αστυνομία) and the Eagleland Gendarmerie (Αετοχωρική Χωροφυλακή), each with a seperate area of jurisdiction and characteristics. Policing is split into three levels of Jurisdiction: City, Municipal and National. Each Eagleland City, Town or Village has a its own Police Force with jurisdiction in and near the said city (Ex; Kokkinia has it's own Police Force, the Kokkinia Metropolitan Police, with jurisdiction only in Kokkinia). The Eagleland Gendarmerie has Nationwide jurisdiction.

The Eagleland Police is the newest law enforcement agency in the Eagleland, which can trace it's origins in 1712, when each Eagleland City had it's own Police Force. The Police in it's modern organizational pattern has been established in 1986, when it was considered more important to merge all Police Forces in one uniform Police Force, so as to help said cities' finances. The Eagleland Police, however, has similarities with the Gendarmerie in terms of Military Organization and Hierarchy. As of 2012 the Eagleland Police employs 10,000,000 men and women, with 1,000,000 officers, 8,000,000 Police Sergeants and 1,000,000 Special Guards.

The Eagleland Police is the primary Law Enforcement agency in the Eagleland. It's duties involve Policing, Crime Solving, Assistance to the Public and in general the maintenance of Law and Order. Divided into ten departments for a more efficient administration, and with the same Military ranks as those of the Army (with some differences in the number of Enlisted ranks and how are all non-General ranks named), it is well-known for it's intensive training for Special Guards, Police Sergeants and Officers alike. As nearly 45% of the Government's Law and Order funding goes to the Police, it is also known for it's employment of state-of-the art equipment and high salaries for it's personnel.

Gendarmerie

The Eagleland Gendarmerie is the paramilitary Law Enforcement agency of the Eagleland, with nationwide jurisdiction. It is also the oldest, with it's roots dating back to the rise of the Eagleland Monarchy, and specifically it has been in existence since the First Civil War of the Eagleland, when former military men were assigned to perform Policing duties for the King. Ironically, after the fall of the Monarchy, and eventually, of the Imperial Family which succeeded it, the Gendarmerie still endured the test of time for it's ability to supplement the Police in their duties.

Apart from a supplementation of duties, because of the Gendarmerie's seniority over the police and it's military-like organization which is more similar to that of the Eagleland Armed Forces, in times of war the Chief of Police reports to the Commander of the Gendarmerie, who in turn reports directly to the Eagleland National Defense General Staff Commander. The Gendarmerie is highly militarized; it is one of the few police forces in the world to have it's very own war flag.

The army's links to the Gendarmerie and the nature of the structure of the force and its hierarchy (that of being similar to the army) were maintained throughout the years for a number of reasons. Largely the socio-political unrest that characterized Eagleland History as a whole, including governmental oppression, sporadic rebellions and political instability. As a result of this, as well as the input of the armed forces, the Gendarmerie remained a largely conservative body, although there was also a certain amount of politicization during training as the Gendarmerie were trained in military camps.

In 1906 the Gendarmerie underwent its first major restructuring at an administrative level. It acquired its own educational and training facilities independent of those of the army (though still remaining a nominal part of the armed forces). Despite this the Gendarmerie still maintained a largely military based structure, which still endures today, as Gendarmes are expected to be able to defend the Eagleland in times of an invasion, which they did for the first time and only during the 1808 Spectarian Invasion of the Eagleland.
