How does your nation declare war?

The Congress of Penguins votes on it and if it receives 50 votes it moves on to the Senate of War if it gets at least 70 votes it goes to the War Ministry of Penguins if it receives approval from at least 7 of the 10 Ministers it is official that Capitalist Penguin is at war.

Since we have no clear executive framework in Neraan, the declaration of war would commence similarly to a criminal trial, as if an entire nation were being indicted. A Situational Court would be established, with a 5 justice panel and 30 jurors. Following indictment, a notification would be sent to the nation in question, pursuant to laws relating to justice activities, and two teams would be assembled... the Defendant would be an assembled group either representing the party in question directly, or a group domestically against the motion of war. the Claimants would be the instigators of the motion for a declaration of war, and would proceed with evidence relating to the reasoning for a declaration of war. Subpoenas would likely be issued, until a vote by the jury would commence with a "verdict" against the nation in question. Later, the judge will pronounce a sentence on the motion.

If the motion is acted on favorably, then the military is legally justified in Neraan to act against said nation.

War is declared with a simple majority vote in the Senate and Grand Counsel, then presidential approval. The nation we are at war with, however, usually finds out when long-range artillery shells and orbital kinetic strikes rain down on they're military bases and government buildings.

In Central Lothian, declaring war is done as a last resort. In this, a mininum of two-thirds of both houses have to vote in favour of it. After this, the PM and Foreign Secretary then go to the monarch and ask them to declare war on the country that attacked us (we only attack when attacked). We have to ask the monarch to declare war due to their role as the Head of State and is the only person that's more important than the PM.

Our nation declares war on an aggressive (but thus far law-abiding) state by putting it to a Parliamentary vote. For wars that would not otherwise directly involve the People's Technocratic Republic, the vote is put to the people in referenda.
In retaliatory strikes, the Military High Council and High Parliamentary Council take direct control of the choice to go to war. There has not been a single self-defensive act taken by the PTRS in this way to have been opposed by the populace in the nation's entire history, filled with war and bloodshed.

Often, in retaliatory strikes, war may not be officially declared, and strike forces will simply mobilise and attack at the earliest possible moment.

If another nation directly attacks the Kingdom of Greater Rhodes then we are automatically at war, although the King usually declares it being Commander-In-Chief and everything. Offensive and peacekeeping operations must be first approved by a 55% majority in both chambers of Parliament before they can be acted on by the King and current government.

So.... how does your nation declare war? Does the dictator just do it, does it require 2/3 of the members of Parliament approving it, or what?

In Arumdaum, it first requires a vote by the population with over 55% approval, then at least 60% approval by the House of Representatives, and then approval by the majority of the Senate. After all these requirements are made, the president decides whether or not war will be declared, along with the PM's approval.

And in the middle you get attacked.

In the Irken Empire, The Tallest just randomly pick what direction they want to expand, and they "Annex" as much as possible, or until the Tallest decide to head elsewhere.

Aggressive military action must be approved by 3/4 of the Assembly, and carried out by the Order of two Triumvirs. If the Assembly doesn't approve the action or the Triumvirate doesn't choose to act on the approval, theoretically the military cannot wage an offensive battle. What specifically is and is not permissible for the Triumvirate to do with the armed forces lacking such approval is ultimately up to the High Court, but since their ruling often comes after the fact, the Triumvirate may have considerable leeway in the short term. Generally, the court has established that military operations are limited to the immediate defense of Xanthal and the direct fulfillment of treaty obligations unless further action is authorized by the Assembly.

How do you tell the Populace to Vote without the Enemy knowing?

Unconventional warfare (conquest) we have to have a meeting with all the generals and Federalist leaders, then we agree.
Conventional (helping a nations defence, aiding rebels) Then the whole people helps decide.

Prime Minister declares uncontested, but each state has a choice of whether to send their troops. So...lots of campaigning involved

Well, that´s an interesting question. Since City 9 is part of the Universal Union, we (That means either Planetary Administrator or Capital City AI) can´t send troops out of a certain area (wich is typically the surrounding solar system for any Combine world) without permission of Overworld authorities (which include Overworld Advisors). However, if the Overworld orders us directly to move troops outside (often including dimensional transportation), we have to obey and send troops.

If we invade another nation, we usually send no official declaration of war. They´ll soon realize they´re at war when they see us coming out of their planet´s crust.

We don't. A state of war is a de facto thing on account of the fact that with 98% of the adult population armed, there better be a good enough reason to kick up a storm that most everyone's already in on it.
