In Arumdaum, it first requires a vote by the population with over 55% approval, then at least 60% approval by the House of Representatives, and then approval by the majority of the Senate. After all these requirements are made, the president decides whether or not war will be declared.

In the old goverment of this country, they just surprise the victim of whom they were attacking, THEN sign a declaration. However, in the Misplaced, Morally Obscene, Socialist, Democratic goverment we have now, everyone must be voted upon, and guess what... Other nations now know when we will attack, because silly President Raya made the votes PUPLIC.

The Federal Council (Equivalent to congress) decides on the matter along with The Grand National Tribunal if 2/3 of the Consulars and the Premiere vote for war, than it will happen. If the vote is vetoed, than there will be a public vote for the people to decide which will result in the veto being overturned. All of these rules are void if the nation is invaded.

The former rulers were well known for performing such actions without any other consent, especially during the Mid Ages when Kings ruled.
