1. Geographic Information

Geography
1. Location: The C.D.S.P. lies in the northwest of North America, encompassing the lands that once made up the U.S. states of Washington, Oregon, and Idaho, as well as the southern half of the Canadian province of British Columbia and part of the south of Alberta.

2. Coastline: Since the Confederacy of Separatist Peoples annexed much of what was once British Columbia, specifically the entirety of it’s coastline, the total length of the C.D.S.P. coastline went from somewhere around 500 km to 18752 kilometers, a move strongly pushed for by the Navy, in an effort to secure more funding.

3. Maritime Claims: the C.D.S.P. claims the waters 200 miles from the mainland as sovereign waters and an exclusive economic zone, with agreed ‘open zones’ to accommodate for shipping routes in neighboring countries, as a gesture of goodwill.

4. Natural Resources: Lumber and lumber products, fishing products, natural oil, zinc ore, iron ore, gold ore, in order from greatest to least.

5. Terrain: Land in the C.D.S.P. is mountainous and heavily forested in the north and west, diminishing to rolling hills in the extreme southeast. The Rockies roll through the middle of the C.D.S.P, defining the topography.

6. Land Use: Wilderness is the primary use of land, and is viewed as a viable land management plan. The next greatest use is agricultural, generally in the southeast, followed by industrial, which is often scattered around the southwestern portion of the nation.

7. Climate: The climate of the C.D.S.P. falls, according to the Koppen climate classification system, primarily as a Dsb (High-altitude, hemiboreal) type in the mountains, and a Csb (dry-summer, subtropical) type to the east and west of the Rockies.

1. Nomenclature:
a. Official- Confederate Dominion of Separatist Peoples

b. Colloquial- C.D.S.P, Confederacy of Separatist Peoples, Separatist Peoples

2. Government type: Democratic Republic

3. Capitol city: New Gettysburg (formerly Seattle)

4. Administrative Delineation: Territories based around the borders of the former states/provinces, and named as such. There are 7 territories: Oregon, Idaho, Washington, North Columbia, South Columbia, Vancouver (formerly Vancouver Island), and Port North (formerly the Queen Charlotte Islands)

5. Founding date: September 27th, 1977 is the celebrated Independence day (although it was officially May 2nd, 1978), as that date was the day the Greater Montana troops officially surrendered to the Separatist Rebellion militia.

6. National government
a. The executive branch of the C.D.S.P. is held by a president, with mild checks against the legislative branch. A cabinet of ministers function as both the administrative heads of the major departments within the Confederacy, as well as an advisory body to the president. The president serves as a check against the legislative body of the Senate with the power to veto bills, command the military, and numerous other duties. The president is, however, barred from the halls of the Senate unless invited to address the body, as well as barred from contacting Senators or the Senate as a whole in any way while the Senate is in session, unless emergency dictates otherwise. One presidential term is six years, with a one-term limit.

b. The legislative branch, the Senate, is divided into two houses, the Upper Senate and the Lower Senate, and writes and votes on all laws and bills. Lower Senate, whose Senators are elected based on population within their districts, draft legislation to be passed to the Upper Senate for approval. When a majority has been reached in both, the bill is passed to the president, who chooses to enact or veto the bill. If the bill is vetoed, the Senate can push the bill past with a three-quarters majority, which is subject to judicial review. Both the Senate and the House Elect Representatives are directly elected, as is the president. Upper Senators, of which there are five per state, are elected on a four-year term and can be reelected once. Lower Senators serve on a two-year term and have no term limit.

c. The judicial branch of the C.D.S.P. is the Supreme Court, which serves as the most powerful check to the legislative branch. The Supreme Justices who seat the Supreme Court have the ability to overturn any legislation or bill passed, provided it is proven to be against the Constitution of the C.D.S.P., a document closely modeled after the defunct United States, as is most of the Confederate government system. The seven Supreme Justices are appointed by the president, but for the next term instead of his or her own term, ensuring that presidents need to think beyond their own agenda and to the benefit of the people. In the event that an appointed Justice dies, resigns, or is removed, a direct election from the people will chose the replacement Justice.

7. Legal System
a. The legal system of the nation consists of a hierarchy of courts from the county level to the regional, district, state, and Supreme courts. The system takes the classic form with one judge, lawyers, and a battery of peers serving as the jury. The accused may appeal once at any court level for criminal offences, unless new evidence is brought to light, which allows for a second, or even third, appeal. The highest number of appeals reached in one case occurred in the 1989 case of Anderson vs. the Territory of Oregon, where a rape-murder case was, due to a combination of poor record keeping, determined defense lawyers, and several undiagnosed pathological liars as witnesses (a statistical anomaly), no less then seven appeals were made on the grounds of new information arising. The proceedings lasted nearly ten years, where the defendant, James Anderson, spent most of the time between prison and a courtroom.

8. Political Parties
a. Red-Tail Hawk – economically conservative and socially middle-of-the-road party, the Red-Tail Hawk party, colloquially the Red-Tails, leans towards minimal federal interference in the personal lives of individuals on most issues, such as abortion, homosexual rights, and the like. Large business and state-rights are well supported, as is avid military spending, with no representative of the party ever voting ‘no’ to a military budget increase to date. The Red-Tails take a hard line against recreational drug usage and social programs, and only lightly regulate big business and corporations. The Red-Tail Hawk party has been historically the most powerful party, with well over a third of the seats in the Senate.

b. Democratic – Both economically and socially liberal, the Democratic party agrees with the Red-Tails on many social issues, but urges them to go further, especially in regards to social welfare. The Democratic party members tend to vote in favor of economic regulation, and have been instrumental in passing the few anti-trust and anti-monopoly bills the C.D.S.P. has. The Democratic party is roughly equal with the Grass-Root Libertarian party as far as power within the system, and is a distinct contender within the legal system, claiming just under a third of the seats within the Lower Senate.

c. Grass-Root Libertarian – not technically one single party, the Grass-Roots Libertarians are a general collection of local political parties advocating a libertarian shift in power. Just as socially liberal as the Democratic party, and notoriously anti-government, the various parties will often support each other, forming an unofficial party. Such representatives will often argue even against state power, advocating instead a shift towards local communities. When not united against either the Democratic or Red-Tail Hawk party, the individual Grass-Root parties tend to associate to whichever of the two other major parties happen to line up at the time, creating an unpredictable counterweight in the political playing field. The Grass-Root parties tend to make up somewhat less then a third of the power in the Senate.

d. Democratic-Socialist Party – widely reviled within the C.D.S.P., the party strongly supports social welfare and programs, reduction of large business, and loudly advocates severely slashing the military budget. The Democratic-Socialist Party will often vote with the Grass Roots and Democratic Party to oppose the Red-Tail Hawk party, but their existence is negligible, as they have never held more then three seats in the Lower Senate, and never been voted to the Upper Senate.

4. Military Information

Military
1. Branches: The C.D.S.P. military consists of four main branches: The Navy, the Air Force and Orbital Command, the Marine Forces, and the Foreign Legion

2. Navy:
a. Strength: the oldest and most prestigious branch, the Navy is also the recipient of the lion’s share of the funding. Consisting of 8 carriers, 34 destroyers, 72 cruisers, 100 submarines, 9 major landing craft, and a myriad of support ships, including the vaunted stealth missile corvettes. The Navy has an active-duty strength of approximately 2 million men and women, though a fair part less then half serve in combat roles, instead managing support, logistical, or administrative roles. The Coast Guard is a subsection of the Navy, as opposed to a separate entity, as in many nations, and many personnel serving in the Coast Guard and Navy have overlapping duties, thus making an exact count of the Coast Guard a difficult one to pin. The Naval Reserve consists of a nearly one million-man pool, with a skeleton force and rotating members to maintain a minimal level of training. The Naval Reserve staffs its own officer corps as well.
b. Structure: The C.D.S.P. Navy does not seat a head admiral. Instead, a small Admiralty Board of four senior ranking officials is elected by every commander of a ship. The Admiralty Board convenes to make major decisions within the Navy’s administrative structure. In times of war and peace, the Admiralty Board’s senior member is given strategic command of the Navy, but can be opposed by the rest of the Board. Additionally, in an odd quirk of Naval tradition, the commander of a naval vessel is considered to be the highest ranking individual on board. That is to say that a Lieutenant J.G. on his own five-man corvette technically outranks an Admiral, or even Commander-in-Chief, on board his own vessel. Though still subject to tactical and strategic commands and the chain of command, the commander is not obligated to surrender command of his sailors or vessel while under way. These traditions date back to the Revolution, when much of the naval strength consisted of civilian fishermen and merchants pressed into service for the revolution. The civilian sailors demanded a say in military actions, as well as sovereignty aboard their craft, if they were to risk their lives and livelihoods for the revolution.


3. Marine Forces
a. Strength: originally the amphibious assault and shock-trooper wing of the Navy, the Marine Corps has since become its own independent department within governmental affairs, though it remains very close to the Navy. It has a total strength of just under 2,000,000, with approximately 1,215,000 combat roles, the remainder being support. The Marine Corps maintains a strong Aviation department, as well as the majority of the Artillery, Armor, and Air Assault, and Ground Support capabilities, and serves as the army of the C.D.S.P. The Marines rely heavily on the Navy for logistical support, making the two branches nearly inseparable, though the Marines are known to work well with the Air Force and Orbital Command.
b. Structure: The Marine Forces are headed by a Commandant, a four-starred general, and maintains a rigid hierarchy. The Marine Corps is also responsible for the bulk of the C.D.S.P. weapons of mass destruction, under the Strategic Marine Missile Command, and are charged with the care of nearly all the chemical weapons and approximately half the nuclear weaponry in the possession of the C.D.S.P.


4. Air Force and Orbital Command
a. Strength: At a strength of approximately 800,000, the AFOC has the highest support staff to combat staff ratio in the military, with 125,000 combat strength and all the remainder as support staff, with over 10,000 aircraft, about half of them fighters, and a yet-classified number of military satellites.

b. Structure: With the advent of militarized satellites and drones, the AFOC found itself in far greater need of skilled technicians then actual pilots, though they maintain the greatest number of pilots in the C.D.S.P., only just edging out the Navy. The Air Force division focuses on air-superiority, ground support, and other related activities, where the Orbital Command sector is far more secretive. With over 30 acknowledged, non-offensive satellites in orbit, the C.D.S.P. is responsible for handling communications and strategic reconnaissance. An unspecified number of satellites, however, are classified offensive weapons, some being anti-satellite weapons, others being cleverly camouflaged kinetic bombardment suicide drones.

5. Confederate Foreign Legion
a. Strength: With below 800,000 total soldiers, the Foreign Legion comes in last in the manpower section of the C.D.S.P. military, as well as last in funding. Boasting a nearly 1:1 ratio of support to combat roles, however, keep the Legion secure as a well-strengthened combat force. Every member is trained, much like the Marines, to be a soldier first, but the Legion takes the belief a step further, regularly rotating combat personnel into staff roles and vise-versa.

b. Structure: The Foreign Legion is another concept that was born out of the Revolution. Many of the irregulars and mercenaries that fought against Greater Montana were unwilling or unable to place themselves under the Navy or Marine Corps, which was still under the Navy at the time, due to nationality or fear of retribution. The Foreign Legion receives the lowest funding, but is one of the most highly disciplined group in the C.D.S.P. This is due to the brutal basic training, designed to force all members into the strictest sense of obedience. The Foreign Legion accepts foreigners, Confederate nationals, and criminals freely, as a means to gain citizenship or parole. Human rights are often waived within processing Legionnaires, due to a large percentage of the criminal population being given the opportunity to serve to mitigate their sentences. The Legion is also the only branch that still uses formal executions as a form of punishment. Focusing almost entirely on Air Assault and Airborne operations, the Legion traditionally snubs the Navy in its refusal to train troops in amphibious combat landings. The Legion is the black sheep of the political-military environment, and is well disliked by all the other branches.

5. History

A brief history is provided, however, a more detailed chronicle of the C.D.S.P. is forthcoming.


The C.D.S.P. won independence from its predecessor, Greater Montana, after a two year long civil war, characterized by a small, medium-intensity conventional war between the former GM Navy against the GM Army in the west, and an intense guerilla war between the GM Army and local militia in the mountains and eastern foothills. When Greater Montana surrendered in 1977, the Separatists formed the Confederacy of Separatist Peoples, which was officially established in May of 1978. In 1980, the Confederacy acquired the southern half of the former Canadian territory of British Columbia, including the entire coastline, and was renamed the Confederate Dominion of Separatist Peoples.
