The BEST Decepticons who have done their specialties domestically are:

Best Thief: The Teleporter. This sneak thief was suspected of actually teleporting into Energon vaults since he left no evidence behind and seemed to get in without using the locks. For years, Energon would disappear from vaults without a trace. Finally, he made the mistake of going after the Big Kahuna - the massive vaults of Leader Megatron himself. He waited until all was silent, then did his thing. Problem: Megatron was sleeping inside the vault, having gone into defrag mode while counting his money. At least...he was asleep until the door opened.

After Megatron hit the intruder in the head with a blast of liquid nitrogen (using the fusion cannon would have blown up all the Energon and himself with it), the mystery was solved. The Teleporter had actually cracked the mechanometric vault locking system that was standard at the time. He did this by using a complex engine that could vary its vibrations. Every day, he'd walk by the targeted vault when the guards were away from the door and try a series of vibration patterns. When one hit, it was pay dirt. He'd just pull up a big cart, load it up, and shut the door on the way out. No actual teleportation was ever involved.

A few shards of The Teleporter's shattered head-housing are now enshrined in a display case of the Grand Theft Energon Institute, which makes data packs that teach about the subject, and his methods are studied. Cybertron's locks, however, have all been changed to close the security gap.

It is said that they typically nail about 100 destitute Decepticons every day. The going price is 3,000 Energon Cubes per, so that means the gang makes 300,000 Energon Cubes a day. The Foundrymen's activities are completely legal and they are likely the second-richest gang on the planet.

Best Raid Gang: They usually don't work domestically, but after noting that the Foundrymen are the second-richest gang it's likely that some may wonder who is the richest gang on Cybertron. The richest gang is The Interplanetary Oil Procurement Corporation, which uses the name "corporation" to sound more legit when dealing with foreigners. Run by a guy who uses a Mafia accent when speaking English, this group of about 100 of Cybertron's finest raiders pattens itself after a combination of the Mafia and a bunch of Somalian pirates. They can raid openly and are good at it, but they're also disciplined enough to work (shady) deals and set up extortion rackets.

Of course, many say that the Decepticon Military - the actual one - is Cybertron's biggest raid gang. Raiding is indeed one thing the Military does, but for the purposes of this response, a "gang" is a much smaller unit that doesn't conquer territory or have official defense duties.

Biggest Ponzi Schemer: RichMaker was our biggest recent ponzi schemer, and he even had a huge private skyscraper built - paid for by the money he scammed out of people. Unfortunately for him, ponzi schemes are always eventually discovered by their targets. When his scam was found out he barely escaped the raging mob that came to kill him, and he had to leave all of "his" wealth behind as he flew away with his scramjets going at full power. Emlin the Gremlin is another, traveling just on the border of our known territories in a large asteroid ship with an army of Gremlins with him, he was once bred on a Gremlin world under the Hades Over Realm/Empire within the Lotrabme, he escaped after a deadly battle against the Pickles (a race of normal pickles which strangley are malevolent, sentient and teleport for transportation) Emlin went with a dessenting faction of Gremlins and Hijacked several ships and flew them into a nearby asteroid which became their ship the "Cleveland Brown" for its interesting shape, they recently had their bounty increase for stealing a death laser project being installed in orbit of San, one of the most heavily Human populated planets in Lord Forgue's Imperium.

Ruskarkand's most evil and infamous criminal is Arron Skyman.
Arron Skyman has organized and led the Dragonslayer forces for years now, responsible to the death of over 400,000 Dragonkinians.
The Dragonslayer forces brutally kill Dragonkinians in a variety of different ways, they imprison them and torture them, and in some cases, there have been reports that the Females are subject to Rape, the mere thought of a proud Dragonkinian citizen being subject to such a degrading act of barbarism makes blood boil.
He is the leader of all this, the cause and the suspect, we kill anyone involved with this group, but this one is a bit different, this terrorist does not deserve death, not yet.

Upon finding this bastard, we will not kill him, but instead;
He will recieve the punishment of 'Confinement'
He will be bound in a straightjacket and thrown into an anomalous, heavily padded cell, which will remain closed for the rest of his life, until he withers and dies from old age.

What happened to Optimus Prime?

That rolling rent-a-wreck didn't inhabit our nation, he attacked it (and failed). Since the OP asked about the most evil criminal inhabitants, he wasn't mentioned.

But since you asked, he was heaved into the molten metal of the Main Pit of the Main Foundry at the end of the last battle of the Cybertronian Great War. Megatron himself chucked him in there after protracted single combat, and now all that's left of Optimus Prime is a single souvenir ingot.

Most likly John Hartson. He Kidnaped 56 women, raped, and maimed them. When the police found his locatation he lauched many bombs at them resulting in the death of 67 officers and 89 injured. He was arrested but a mistrial was declared when the police failed to read him his miranda rights. When he left the courthouse he was captured by a lynch mob who hanged him on the nearest tree.

The most infamous criminal in Orsalian history was a man named Kavanah. It is unknown whether this was his first or last name, or even just an alias. Nothing was known about him until he headed the massive Chaos Movement under the alias of the Chaotic One. The movement's aim was to overthrow the dynasty of the time and instate a new order. For such a madman, he gathered an amazing amount of people under his command, amassing a force rivaling that of the Royal Army. He envisioned a sort of forced survival of the fittest in which he crusaded across the three islands of Ager, Caelum, and Mare, slaughtering anyone the movement came across. He believed that the few who survived the genocide would be the greatest specimens that Orsalia had to offer, the only ones who would be fit to reproduce.

He succeeded in taking the throne, though his rule was short-lived. Atrum Exsul, the current king, had been forced into Kavanah's service. Due to his skills and the little time before Kavanah's plans would come to fruition, he had been automatically assigned a position of high command, becoming the fourth Hand to the Chaotic One. Atrum turned on Kavanah at the Battle of Arcanum, fought upon the peak of Mount Arcanum and arguably the bloodiest battle in Orsalia's history. Morsus, known as Kavanah's right hand, now deceased, was a sadist, especially loving the psychological torment of others. As such, when the remnants of the Royal Army were clearly losing the upper hand, he delighted in letting slip to Exsul that the threats they had made to him were false, knowing it would shatter the man's spirit to know that he had ordered the death of so many thousands of innocents following a lie. What he did not expect was for that to change the outcome of the battle. Instead of being broken, Atrum exploded with violent rage, putting several clips of ammunition into Morsus's body, until the man was a completely unidentifiable mass of bleeding flesh.

Naturally, the members of the Chaos Movement were shocked. They weren't sure if they should continue firing on the remaining soldiers or to turn their weapons on the mutinous Atrum. Exsul helped them choose by putting bullets through the heads of those nearest him before fleeing towards the massive citadel known as the Twilit Fortress, from which Kavanah was commanding the battle. He entered unhindered; most of the movement present was participating in the battle and no one here yet knew of his betrayal. Kavanah was sitting at the end of the Fortress's massive antechamber, flanked by two guards. They were heavily armored, but equipped with traditional swords instead of firearms. Atrum walked towards the throne and, when he was within range, fired at the sword hands of the guards. While they recovered from that, he moved closer and shot them again, this time in the crown of their heads. They both died immediately.

Throughout this, Kavanah did not make any reaction. Madman to the core, he did not panic or beg as Atrum approached. He merely sat while Atrum walked closer. He spoke only when Atrum had leveled the gun to his forehead. He asked a question, and Atrum answered it. He said, "Tell me something, Atrum. You and I both know that after this is over, they will crown you. They will praise your name for decades to come. They will think of you as a hero, a god among men. But I ask you one thing. After all those innocents you killed, all those people whose screams for mercy you silenced, all the pain that you've wrought, does killing one guilty man make you a hero?" "No matter how many times they may say it, I will never be a hero." At that, he fired, and Kavanah was dead.

The Battle of Arcanum took an estimated eight hundred thousand lives. After a bitter struggle, the Royal Army was victorious, but only some two thousand of their men had survived. The Chaos Movement hasn't surrendered until their last was killed. When it was found that Atrum Exsul had been the one that killed the monster behind the Movement, he was crowned King of Orsalia, as both he and Kavanah had known. Despite extensive research by the Intelligence Agency, no records have been found of the Chaotic One's past. All that is known of him are from the events during the years of the Chaos Movement. In the end, it is estimated that his actions resulted in the deaths of three to four million Orsalians.

OOC: The writer in me got a bit carried away there, but hey, now you get a major piece of Orsalia's history too. Though, try to keep in mind that most kings inherit the throne from their father, not go on mass killing sprees or stop people who are going on said sprees to get it.
